Programme Overview:

Chemonics International Inc. seeks experienced professionals to undertake the roles of M&E Specialist and M&E Officer for an anticipated DFID-funded, Pakistan Delivering Accelerated Family Planning Service Delivery (DAFPAK SD) programme. The £17m UK Government Department for International Development (DFID) Programme seeks to deliver effective family planning throughout Pakistan which currently has high numbers of unintended pregnancies and maternal deaths. The main objective of this program will be to strengthen the quality of public service provision through: training government health and family planning facility staff on integration of services, improving clinical quality, expanding the range of contraceptives offered, finding ways to offer client centred counselling, and establish new procedures in health facilities to better integrate family planning services with current services offered.

Job Descriptions:

The Monitoring and Evaluation (M&E) Specialist will report to the Team Leader and will be responsible for leading the design and implementation of the activity monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. They will lead analysis of data collected for assessment of progress and areas of improvement. They will guide reporting processes amongst technical staff and consolidates program reports, promote learning and knowledge sharing of best practices and lessons learnt. They will support all the technical staff in M&E functions and will manage any M&E related staff in the program. 

The Monitoring and Evaluation (M&E) Officer will report to the M&E Specialist and will work with the M&E Officer to design and implement a flexible, innovative performance M&E system including assessments, data collection, data storage, and results reporting. This individual will also be responsible for efficiently tracking, reporting, analyzing, and updating objectives, activities, indicators, and results over the life of the program. The M&E Officer will build relationships with states and local governments and other stakeholders to exchange knowledge on best practices, support capacity development, train staff and selected partners on M&E system operations, and work with the M&E team to input M&E data into the system. This individual will also contribute to project communications, including success stories, newsletters, lessons learned and best practices reports, as well as quarterly, annual, and final reports.

Job Specifications:

M&E Specialist

  • A Master’s degree in a relevant discipline, such as public health, mathematics, business, statistics, or international relations. 
  • At least seven (7) years of experience designing and implementing monitoring and evaluating activities for complex programs in developing countries.
  • A firm command of the M&E issues with respect to improvements in quality integrated service and support programs. 
  • Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g. service integration, performance against each funding stream). 
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision. 
  • Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts. 
  • Professional level of oral and written fluency in English language. 
  • Experience in Pakistan preferred
M&E Officer
  • Bachelor's or Master’s degree in a relevant discipline, such as public health, statistics, demographics, public policy, international development, social sciences, or related field. Master’s degree or Bachelor's plus an advanced certificate in M&E, statistics, or social sciences preferred.
  • Minimum of five (5) years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects, preferably with a focus on health.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience managing and providing ongoing training to M&E field officers.
  • Professional level of oral and written fluency in English language. 
  • Experience in Pakistan preferred.

Anticipated Duration of Project: Up to 3.5 years with a possibility of extension.
