Programme Overview:

Chemonics International Inc. seeks an experienced professional to undertake the role of Finance & Operations Director for an anticipated DFID-funded, Pakistan Delivering Accelerated Family Planning Behaviour Change Communication (DAFPAK BCC) programme. The £17m UK Government Department for International Development (DFID) Programme seeks to deliver effective family planning throughout Pakistan which currently has high numbers of unintended pregnancies and maternal deaths. The main objective of this program will be to strengthen the quality of public service provision through: training government health and family planning facility staff on integration of services, improving clinical quality, expanding the range of contraceptives offered, finding ways to offer client centred counselling, and establish new procedures in health facilities to better integrate family planning services with current services offered.

Job Description:

The Finance & Operations Director will report to the Team Leader and will provide oversight for all financial and operational aspects of the project. This position is contingent upon funding.

The Finance & Operations Director will:

  • Support the team leader to develop and implement key management systems that will support project planning, reporting, and performance management
  • Ensure compliance with UK government and DFID regulations, Chemonics’ corporate policies, and Pakistani law.
  • Establish standards and procedures to ensure that compliance programs throughout the project are effective and efficient.
  • Update project procedure and policy manuals as necessary.
  • Plan and track financial and administrative activities to evaluate needs for implementation, and keep the Team Leader updated on the financial status of the project and the execution of the budget.
  • Provide financial oversight and management of accounting personnel and procedures according to Chemonics policies, including the preparation of financial statements or other budget figures contractually required by Chemonics and DFID.
  • Supervise project human resources, including the recruitment, hiring, training, and termination (as necessary) of personnel.
  • Oversee annual performance evaluation process for all project employees.
  • Supervise and provide regular and constructive feedback to project staff.

Job Specifications: 

  • Advanced degree in business administration, economics, or finance.
  • At least 10 years' experience in international donor-funded financial and grants management, with a minimum of five (5) years of senior-level responsibility for administration and finance managing programs of similar size.
  • Proven expertise in finance, accounting and auditing, monitoring of grant compliance and management and the establishment of internal controls.
  • Prior experience overseeing finance and administration for a DFID-funded project of a similar size and complexity is highly desirable;
  • Knowledge of DFID administrative, management and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise.
  • Excellent track record of interpersonal, supervision, leadership and managerial skills.
  • Results-oriented and team player and ability to follow guidelines and controls required of the position.
  • Prior experience managing a team of highly-successful staff working in multiple locations/field offices.
  • Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly QuickBooks) is preferable;
  • Fluency in English is required. Additional proficiency in Urdu will be preferred.
  • Experience in Pakistan preferred.

Anticipated Duration of Project: Up to 3.5 years with a possibility of extension.
