The Sr. Programme Engineer is responsible for the implementation of grants, specifically rural community infrastructure projects in assigned areas. Responsibilities include providing engineering expertise to the design, development, construction, monitoring, and evaluation of medium and small scale infrastructure projects in addition to advanced technical support to the Field Engineers and coordinating with technical government line departments.  This position requires frequent travel to FATAs.

Primary Responsibilities:
Manage the engineering components related to program implementation in the assigned FATA Agencies;

• Supervise and back stop Field Engineers in the field offices;
• Design architectural and structural drawings, as well as create bills of quantity, material specifications lists, and other technical documentation related to design, cost estimation and implementation of the infrastructure grants;
• Maintain working relationships with local, district, provincial and regional governmental authorities and draw up, when required, a Memorandum of Understanding with Municipal Governments, program-targeted government ministries and other potential partners;
• In coordination with government authorities assist with the development of ministry-level action plans and facilitate program-targeted actions;

• Monitor coordinating mechanisms for project implementation and reporting with local authorities & government ministries;
• Identify appropriate mechanisms or vehicles to adapt structures and tender bids from contractors and local labor;
• Negotiate contracts or agreements with contractors, and assist in administration of grants;
• Supervise projects in coordination with government or local technical personnel and in collaboration with the Field  Engineers
• Provide regular written and oral reports regarding the status of projects to the Program Analyst ;
• Assist in the tracking of financial expenditure of all program funds in areas of responsibility;
