Context:
CRS Pakistan started its operations in 1954 and is currently working in areas of education, HIV/AIDS, drought mitigation, water and sanitation, livelihoods, and legal assistance to refugees. CRS also continues to work in the areas of emergency response, disaster preparedness and mitigation.
As part of its HIV program, CRS supports home-based care projects in Punjab and NWFP. These projects are implemented by CRS partners, for which CRS provides technical assistance and support.
Primary Responsibilities:
The Junior Project Officer is responsible for providing support and technical assistance to local partners, including monitoring and reviewing all CRS HIV/AIDS programs and activities. This includes development and organization of HIV/AIDS-related activities supported by CRS, as well as participating in program design, project assessments, monitoring, and evaluation and reporting. This position will report directly to the Senior Program Manager.
Key Responsibilities:
- Provide Program support to HIV /AIDS Partner NGOs for effective implementation of projects by conducting regular field visits to partner offices and field sites to review project effectiveness and impact as well as provide feedback on program considerations in close collaboration with the Senior Program Manager (Senior PM).
- Work with the Senior PM to monitor and evaluate review of program progress, update detailed implementation and M&E plans, and determine solutions for challenges encountered.
- Participate in the process of project proposal development and review as needed, and provide guidance to partners in project/ program design and implementation of HIV and AIDS interventions and strategies.
- Assist partners to improve quality training by closely monitoring needs assessments, quality of trainings and program enhancement.
- Conduct CRS and Partner staff trainings on HIV and related topics as needed.
- Assist partners in their capacity building in organizational development in program areas especially in documentation, report writing and systems development.
- Support partners in development of databases of PLHIV registered with their organizations.
- Develop database of NGOs and donors working on HIV and AIDS in Pakistan and cultivate potential new partnerships.
- Assist development of Partners’ annual budgets and monitor financial statements.
- Participate in meetings of HIV/AIDS and health related networks as requested.
- Assist with the organization of events, conferences and HIV/AIDS trainings for staff and beneficiaries.
- Other duties as required.
Emergency Response:
The Junior Project Officer, HIV and AIDS may be called upon as part of their roles and responsibilities to participate and/ or provide support in emergency response situations when and where required in consultation with their supervisor.

Professional Skills:
- Masters degree in social sciences, health, MBA, MBBS or related field preferred
- One year of program experience preferred
Personnel Skills:
- Computer literate ( Word, Excel, Power Point, Outlook, Internet explorer)
- Excellent analytical and writing skills
- Excellent communication and presentation skills
- Ready to travel to remote areas of Pakistan for extended periods as well as travel domestically upon short notice
- Fluent in written and spoken English, knowledge of local languages especially Pashtu will be an asset
