Job Description:
General Purpose
- To ensure the capacity and competence of subcontracted resources or partners for a geographical area and the performance of those resources. To plan the usage and subcontractor structure and provide the respective Customer Account Teams with the required resources for the deliver and care phase in accordance with Country Procurement Strategy. Reporting to the Head of Procurement – Gulf & Pakistan, this role will be responsible for the full procurement process, commercial/contractual escalations and the relationship management of suppliers within assigned areas of responsibilities.
- Responsibility in CTs/Projects in Pakistan & Afghanistan Cluster for the Procurement of all services and local materials from external suppliers to provide the needed services within the framework of the Project Management Plan and the Service Procurement strategy in Gulf/Pakistan Sub-Region.
- Responsibility that the subcontracted services meet quality, time and total cost requirements.
Key Tasks
Partner Management process:
- Research, build and manage a competitive subcontractor and partner base in the geographical and functional area assigned and manage long-term relationships with the partners
- Contribute to the development of short & long term supplier base strategies in a multi-disciplined environment.
- Identify, qualify and select subcontractors and partners based on agreed tender KPI’s
- Manage RFI, RFQ and bid evaluation processes
- Understand the cost structure and cost baseline of supplier costs and together with suppliers develop strategies to ensure long term reductions are achieved whilst maintaining quality and performance of suppliers.
- Prepare and negotiate sub-contracts which meet legal and local standards
- Manage/undertake partner/subcontractor appraisals
- Monitor subcontractor performance and manage partner competence development
- Consolidate Partner training and certification requirements to Partner training
- Participates regularly in resourcing meetings and co-sign resource requests
- Take ownership of the contractual performance of subcontractors in the deliver phase of projects including claims, renegotiations, contract changes, and appraisals.
- Ensure that every amendment to the contract is properly documented and that both Company and subcontractor/equipment vendor take responsibility and act as defined in the contract.
- Ensure that the contracts are recorded and maintained in the transaction systems.
- Investigating contractual bottlenecks in the project, structuring and tackling them together with the core management team. Propose necessary corrective actions/ troubleshooting.
- Maintain clear and effective internal and external communication within the project regarding contractual and risk issues.
- Build contractual competence by providing guidance and support to whole project team. Highlight critical areas and possible risks.
Customer Process:
- Pro-active execution of strategic planning for partnering/outsourcing and frontloading of Customer prospects
- Support tendering in Customer process with actual costs of sub-contracted services
- Lead contract negotiations with partners/subcontractors prior to, and during contract implementation to fulfill Company's obligations towards Customers
- Manage exposure/risk level for Company in sub-contracts and ensure "back-to-back" with Customer contracts
- Mediate in conflicts and settle claims as first escalation step
- Deliverables/Performance Measures (goals to be achieved):
- Sum of gross margin in the geographical area assigned
- Cost reductions achieved against existing baselines
- Performance (objective & subjective) of suppliers
- Successful commoditization of non-strategic services in the marketplace.
- Customer satisfaction
Experience:
- Recognized expertise in a complex purchasing / negotiations / contracting Telecom environment. Experience in Turnkey projects in a project management of sourcing role will be highly beneficial.
- Share expertise with colleagues and others, offers mentoring and guidance to others. Is a lead contributor individually and as a team member. Understands the relevant business issues and is able to priorities.
- Minimum: 6 years; preferably 8+ years experience.
Education:
- M.Sc. / B.Sc. in technical or economical fields. Additional education by proven set of managerial and soft skill trainings
