An international development organization seeks applications from experienced and qualified candidates to join a dynamic team in Islamabad to support the management and operations of public information and media development projects

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Work with project directors and department heads to ensure that all media projects are completed properly and on time
  • Work with the Pakistan Finance Manager to monitor expenditures and finances of projects in Pakistan
  • Work with the Subgrants Manager and national accounting staff to establish financial and management systems for subgrants. Work with head office auditors for subgrants to ensure all reporting and monitoring requirements for subgrants are met
  • Work with the COP and Donors to assess all local rules and regulations that apply to all projects and all grantees and establish necessary internal procedures and policies for compliance. This may include travel policies, VAT exemptions, human resources management, local payroll taxes, procurements, and use of non-US or NIS consultants
  • Work with the Subgrants Manager to design and support training to grantees as needed on the local requirement to ensure compliance
  • Supervise accounting staff (except local Network Chief Accountant) to ensure all project funds are secure, accounted for, and that accounting activity undertaken conforms to local laws, and that appropriate taxes are paid.
  • Oversee the administrative aspects of the project: maintain properly functioning office, and oversee projects such as leasing space, furniture, and equipment.
  • Ensure that documentation such as visas for visiting consultants and expatriate staff members, contracts, insurance, travel clearance, etc., are completed.
  • Oversee project procurement and local VAT exemptions to ensure that equipment is properly purchased, tracked, distributed, and inventoried.
  • Liaise with Arcata administration and accounting teams
  • Develop and track monthly schedules and strategies  
  • Serve as a resource for new activities and developments including budget and proposal preparations.
  • Analyze project results and the implementation of successes/failures.
  • Develop plans for improvement/expansion of activities, as assigned.
  • Liaise and report to donors as required
  • Participate in new fundraising efforts to support regional projects
  • Assist in writing and editing of PR materials and proposals for partner organizations.

QUALIFICATIONS:
  • Proficient on MS Office, including Access
  • Federally funded grant writing and reporting experience
  • Strong operational management experience
  • Office management experience
  • Accounting experience an advantage
  • Media or journalism education or experience an advantage
  • Regional working experience
  • Fluent in Pashto, English and Urdu  
  • Relevant university degree
