The United Kingdom’s Department for International Development (DFID) is working with the Pakistan government, multilateral and bilateral partners, civil society and the private sector to achieve the Millennium Development Goals (MDGs) through support that is consistent with the Government of Pakistan’s Poverty Reduction Strategy Paper (PRSP).  

Education is a key element of the DFID’s programme in Pakistan. Upon receiving a request from the Government of Pakistan, DFID has agreed to provide Technical Assistance to the Government of Pakistan in setting up a Pakistan Education Task Force (PETF).  The purpose of the PTEF is to support the development of policy and strategy that delivers better education outcomes, with an explicit focus on reform of the public education system.  The DFID support will also build capacity of the PETF Secretariat to help achieve these objectives.  Following post has been created to support the PETF Secretariat.

Responsibilities:
  • The objective is to provide leadership in education policy analysis for the Pakistan Education Task Force, specifically to lead on
  • Analysis and reviews of key education policies, strategies and plans
  • Institutional assessments of education service delivery capacity
  • Mechanisms for reporting progress against policy targets
  • Technical inputs to Task force meetings
  • Initiate and supervise the work of and line manage the two research associates

Qualifications, Experience, skills and knowledge required:
  • PhD or Masters Degree in relevant area, e.g. Education Policy and Planning
  • Knowledge of the Public Sector Education System is essential
  • Excellent analytical skills and use of information
  • Excellent planning and delivery skills; must be a team player
  • Excellent written and verbal English skills
  • IT competent e.g. MS Word, Excel, Power Point etc
  • Minimum of 10 but ideally 15 years experience in a expert/advisory role (with significant experience in the public sector)

Reports to:
The post holder will report to the Special Assistant to the Prime Minister on Social Sectors on Technical issues and to the Coordinator on management/coordination issues.
