Background
The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to better respond to the threat drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan is developing a new Country Programme to be completed in Q2 2010 and requires the services of a senior expert advisor in programme development and design.
Assignment Objective
To develop and draft a new Country Programme for Pakistan and provide advice needed for COPAK to design an associated organizational structure and initiate implementation.
Responsibilities
The Expert Country Programme Development Advisor will work under the supervision of the Representative of the Country Office for Pakistan (COPAK).
The Expert Country Programmeme Development Advisor will undertake the following substantive duties and responsibilities:
1. Based on research and liaison work carried out by/with the COPAK team, articulate and draft a new Country Programme for Pakistan.
2. With the support of COPAK, liaise with the Government of Pakistan, major partner governments and institutions, UNODC Headquarters and other stakeholders as needed to facilitate approval of the Country Programme.
3. Advise the Representative on administrative frameworks and organizational structures appropriate for efficient programme implementation.
4. Assist COPAK to prepare external communication tools and recommend approaches to gain acceptance of the Country Programme.
Expected Deliverables
- A Country Programme document. A series of versions will be required including: a draft structure; draft sections for review; and the final document. The Country Programme will need to follow approved UNODC structure.
- A process advisory note to guide COPAK on necessary milestones that must be met to ensure the programme will be approved, and advise and assist to achieve those milestones. The process advisory note should be concise and clearly structured.
- A advisory report on administrative frameworks and organizational structures appropriate for efficient programme implementation. The advisory report should be concise and clearly structured and make use of simple graphics and organizational charts as appropriate.
Methodology
Completion of the Country Programme and related advisory work and documents will require two visits to Islamabad Pakistan, document review, and interaction (as appropriate) with relevant points of contacts from concerned ministries and agencies and international partners. Relevant documents will be made available by COPAK as required.
Planning and Implementation Arrangements
The consultant will initially meet at COPAK for in-depth briefings with staff. The Representative and COPAK staff will guide and direct the provision of necessary substantive and administrative support.
Before the finalization of documents the consultant will present findings to COPAK staff and if necessary to key stakeholders.
Although the consultant is meant to take all views expressed into account, he/she will have to use his/her independent judgment in preparing documents.
Payment Schedule and Rate
The Country Programme Development Advisor (International Expert) will be issued a consultancy contract and paid in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for expert consultants at the ‘C’ level. Travel costs including transportation and DSA will be paid by UNODC in accordance with United Nations rules and procedures.
