The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to better respond to the threat drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan is developing a new Country Programme to be developed and approved in Q1 and Q2 2010 and requires the services of a mid-level consultant to work on programme development.
Assignment Objective
To complete background research on UNODC mandate areas while coordinating consultation with partner agencies and representatives, and develop sections of a new Country Programme for Pakistan. The management of COPAK will be advised on Programme strategy and roll-out.
Responsibilities
The incumbent will work under the supervision of the Representative of the Country Office for Pakistan.
The Country Programme Developer (Mid-Level International Expert) will undertake the following substantive duties and responsibilities:
1. Formulate and execute research into activities of relevance to UNODC mandates canvass potential responses.
2. Liaise with external stakeholders to identify and further determine areas for UNODC programme development.
3. Prepare research and analytical products, including sections of the new Country Programme, that identify needs and in areas of UNODC responsibility.
4. Advise the UNODC Representative for Pakistan on the design of UNODC’s Programme, and assist in communicating UNODC plans to internal and external audiences.
5. Advise the Representative on approaches to garner support, including Programme strategy and roll-out.
Expected Deliverables
- Analytical research reports and structures/sections of a Country Programme document as determined by the UNODC Representative. These reports will include draft sections for review and final versions. All reports will need to follow approved UNODC structure.
- Advisory notes to guide the Representative / COPAK to ensure the Programme will be well received by internal and external audiences. Notes need to be concise and clearly structured.
- Presentation materials and related reports to be used with internal and external audiences including at the Crime and Drug Commissions, and at ‘round table’ and one-on-one consultations/briefings.
- A Programme roll-out strategy that can be used with internal and external audiences.
Methodology
Completion of sections of the Country Programme and related research will require the Country Programme Developer to be based in Islamabad with the COPAK team. The Country Programme Developer will undertake extensive research via document review, and interaction with concerned ministries and agencies and international partners.
The Country Programme Developer will be based in Islamabad, with some domestic and international travel.
Planning and Implementation Arrangements
The Country Programme Developer will be based in COPAK and work closely with the Representative. COPAK staff will support, guide and direct necessary substantive and administrative inputs.
The Country Programme Developer will have documents approved by the Representative prior to release.
Although the Country Programme Developer is meant to take all views expressed into account, he/she will have to use his/her independent judgment in preparing documents.
Payment Schedule and Rate
The Country Programme Developer (Mid-Level International Expert)will be issued a consultancy contract and paid on a monthly basis in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for expert consultants at the ‘B’ level. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures
