MAIN RESPONSIBILITIES AND TASKS:
  1. Conduct baseline surveys and consolidation of data in all sub-sectors MEDA will be working.
    • The Monitoring and Evaluation Officer will support in design baseline survey design, data collection, conduct the surveys, analyze the information and support in consolidating the results in reports – building on partner resources.
    • Examine whether the target beneficiaries are creating wealth in terms of enhancement of their skills, experiences and material benefit from the Project so that  the Project can take appropriate measures in case where the beneficiaries have not managed to get targeted output.  
  2. Monitor the Key Facilitating Partners’ (KFP) activities.
    • Conduct participatory monitoring of the activities carried out by the KFPs in targeted districts of Pakistan by visiting and observing their activities at the field level and their office level by reviewing their activity reports.
    • Building capacity of the KFPs in carrying out self evaluation and monitoring of their Projects.
    • Working closely with the Finance Section to assess the results of the programme in comparison with budget allocated for those activities.  
  3. Gender.
    • Develop monitoring tools to assess the empowerment of women producers in terms of access over needed resources and building assets, increase decision making and problem solving ability and capacity to bring about changes in their relationships within the family and community.
    • Carry out sample survey to review the changes in women’s position and condition that have happened after joining the Project.
  4. Environment.
    • Develop environmental sensitive monitoring tools to assess impact of the Project activities in all targeted districts.
    • Monitor the effect of different activities on environment and on the health of target beneficiaries.
  5. Evaluation.
    • Carry out evaluation as and when necessary for the Project to learn about impact of certain sub-sector’s work on the lives of the beneficiaries, performance of KFP and other areas.
  6. Any other responsibilities assigned by supervisor.


QUALIFICATIONS:  MINIMUM REQUIREMENTS:
  • EDUCATION: Masters degree in social sciences or related disciplines.
  • WORK EXPERIENCE: 5 years of work experience in monitoring and evaluation.
  • SKILLS:    Computing skills (word processing, excel and other statistical packages like SPSS, STATA etc.).
  • LANGUAGES: Fluency in both written and spoken English and Urdu.  
  • GENERAL: Ability to negotiate with different persons having different agendas. Ability to assess security hazards and problem-solving skills. Ability to work with little supervision, good organizational and management skills.
