Experience:

• A Masters Degree in Public Health/Health Sciences with at least 5 years M&E related experience.
• Experience with HIV programming, especially designing and implementing HIV response in developing countries.
• Epidemiological literacy and skills in epidemiological surveillance, quantitative and qualitative monitoring and evaluation methods.
• A strong background in health programmes, having managed projects wherein systematic input, output and process data were colleted and used to guide programming.
• A good understanding of routine health information systems, and literacy in management information systems.
• Ability to work as part of a multidisciplinary team with national and international counterpart staff with an understanding of the prevailing political and social environment in Pakistan.

Description:
 

 
Organizational Context (focusing on leadership role, enabling environment and context)
UNFPA intends to hire M&E specialist for National AIDS Control Programme (NACP) – Ministry of Health; Government of Pakistan; for a period of one year. He/she will be stationed at NACP. 
 The National AIDS Control Program is implementing the HIV prevention and control response throughout the country along-with its provincial counterparts and multilateral and bilateral partners including UN agencies. The Program is in the process of establishing a National HIV Monitoring and Evaluation Unit under the UN “Three-ones” initiative. The Unit will be responsible for coordinating all HIV related monitoring and evaluation activities in the country. The M&E Specialist selected against the post will be responsible to manage the Unit and assist NACP coordinating all M&E related activities. He/she will be based in Islamabad at the office of NACP and will be responsible for the following responsibilities:
Results-Oriented Functional Statement 
The M&E Specialist will perform the following tasks:
  • Provide technical support to the National AIDS Control Program in operationalizing national HIV monitoring and evaluation system including implementation of HIV Integrated Biological and Behavioral Surveillance.
  • Coordinate and support Provincial AIDS Control Programs in monitoring and evaluation of HIV interventions delivered to various most-at-risk groups.
  • Coordinate with various multilateral, bilateral partners and UN agencies in implementing the one national HIV monitoring and evaluation system.
  • Develop and update as necessary monitoring and evaluation plans for HIV, consistent with the national M&E framework, in consultation with the MoH/NACP/PACPs and all other partners.
  • Coordinate with third-party monitoring and evaluations firm/s and HIV/AIDS Surveillance Unit in implementing the national M&E framework.
·         Provide technical advice and assistance to government officials and other partners in the planning, implementation, and monitoring and evaluation of program.
  • Provide technical guidance for the implementation of the M&E plan, through trainings and other on-site support.
  • Assist NACP in the identification of potential implementation problems and bottlenecks and help preparing the annual programmatic updates.
  • Assist NACP/PACPs in setting the national and provincial research agenda, and conducting the research.
  • Any other task assigned by the National Program Manager to support the overall management, supervision, and monitoring and evaluation of the program.
