Organizational Context (focusing on leadership role, enabling environment and context)
Under the supervision of the Assistant Representative, the National Programme Officer (NPO) Youth substantively contributes to the effective management of UNFPA activities in the area of youth, especially adolescent sexual and reproductive health.
He/she analyzes and assesses relevant trends and provides substantive inputs to programme formulation and evaluation, joint programming initiatives and national development frameworks on youth.
The NPO guides and facilitates the delivery of UNFPA’s youth programmes by monitoring and providing policy and technical assistance. He/she coordinates with relevant counterparts in government, multi lateral and bi-lateral donor agencies, NGOs and civil society groups to address issues concerning young people.
Results-Oriented Functional Statement
The NPO-Youth carries out the following duties and responsibilities:
· In collaboration with relevant counterparts and partners, contributes substantively to the formulation and design of the effective and efficient UNFPA country programme in Pakistan related to youth, especially adolescent sexual and reproductive health, in line with national priorities and UNFPA’s strategies. Ensures quality of programme/project design incorporating lessons learned, newly developed policies and good practices and establishing appropriate execution and monitoring mechanisms and systems;
· Analyzes and interprets trends, challenges and priorities in Pakistan with regard to youth and identifies opportunities for UNFPA assistance and interventions. Keeps abreast of new policy developments and strategies and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks;
· Leads the UNFPA country programme implementation/management in the area of youth and ensures results-based programme delivery. Monitors progress and undertakes evaluation of the programme funded by and through UNFPA together with government counterparts and other partners in order to ensure achievement of programme objectives;
· Supports and strengthens UNFPA’s strategic alliances and partnerships for effective and comprehensive youth-friendly support;
· Collaborates with and provides support to the UNFPA Youth Advisory Panel (YAP) in their capacity building, communication, planning and implementation of activities;
· Promotes substantive and programmatic linkages between UNFPA-supported youth interventions in Pakistan with other interventions in reproductive health, reproductive health commodity security, gender and population and development;
· Analyses and documents good practices and lessons learned from the past youth interventions and shares with management and partners for use in knowledge sharing and planning future strategies. Prepares programme/project status reports required for management, donors, budget review, programme analysis, annual reports, etc. Establishes databases and designs research as needed;
· Supports defining the overall programmatic directions and strategies in the area of youth for the UNFPA programme in Pakistan and collaborates with partners to ensure that these directions are fully understood, supported and effectively implemented at the national leve;
· Provides technical input to develop, monitor and implement national policies, plans and strategies for young people. Contributes to advocacy strategies and awareness raising activities related to the National Youth Policy and reproductive health related policies, laws and interventions in Pakistan;
· Advocates and provides technical assistance for a multi-sectoral approach to improve reproductive health and overall well being of young people, including through incorporation and prioritization of the issues in national development plans and frameworks including poverty reduction strategies, health sector plans, UN Common Country Assessments, UN Development Assistance Frameworks and Delivering As One initiatives;
· Provides technical assistance to strengthen national and local technical capacities through the identification, capacity development and mobilization of potential national/regional partners and identifies up-to-date and most locally-appropriate approaches, models and methodologies;
· Represents UNFPA in relevant external meetings, working groups and coordination forums and responds to requests for information on youth in Pakistan;
· Assists resource mobilization efforts of the Country Office by preparing relevant documentation and participating in donor meetings and public information events;
· Any other youth related programme/project tasks as required.
