Organizational Context (focusing on leadership role, enabling environment and context)
Under the supervision of the Assistant Representative, the National Programme Officer (NPO) UN Reform substantively contributes to the effective participation of UNFPA in Delivering-as-One initiatives in Pakistan.
 
He/she analyzes and assesses relevant trends and provides substantive inputs to joint programming initiatives and relevant national development frameworks.
 
The NPO facilitates UNFPA’s contribution to simplification and harmonization in programme delivery and coordinates with relevant counterparts in government, multi lateral and bilateral donor agencies and civil society to address UNFPA mandate issues in the context of Delivering as One.
 
Results-Oriented Functional Statement 
The NPO-UN Reform carries out the following duties and responsibilities:
·         Provides and coordinates UNFPA's inputs into all steps of planning, formulation, design, implementation, management, monitoring and evaluation of the One UN Programme and Budget frameworks, and any other programme and operational processes under Delivering as One. Ensures quality of programme design incorporating lessons learned, newly developed policies and good practices and establishing appropriate execution and monitoring mechanisms and systems in collaboration with other UNFPA staff and partners;
·         Analyzes and interprets the political, social and economic environment relevant to UNFPA mandate and identifies opportunities for UNFPA assistance and interventions in the context of the UN Reform. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogues, technical assistance coordination and development frameworks;
·         Strengthens and expands strategic collaboration and alliances with other UN agencies, the Government, donors, NGOs and civil society organizations so as to effectively incorporate UNFPA’s mandate and initiatives into joint systems and programmes;
·         In collaboration with other UNFPA staff, assists advocacy and resource mobilization efforts of relevant joint programmes by preparing documentation and participating in donor meetings and public information events; 
·         Assists Country Office management in effective participation of UNFPA in meetings with the UNCT, the Government and other partners. Provides inputs to management as needed on key issues based on UNFPA’s perspective on and experience in Delivering as One;
·         Represents UNFPA in the Thematic Group on Poverty Reduction, and supports and coordinates with other UNFPA staff in participation in relevant Thematic Groups including on Education, Health and Population, and Disaster Management and in their joint programmes. Ensures effective leadership and involvement of UNFPA in relevant Thematic and Working Groups, especially in which the Fund is chairing. Assists Country Office management in their capacity as the chair of these groups;
·         Contributes substantively to joint M&E processes including the UNDAF MTR, in collaboration with the UN Resident Coordinator’s Office, other agencies and UNFPA staff;
·         Coordinates inputs and documentation of lessons learned and good practices with regard to Delivering as One in Pakistan. Facilitates knowledge sharing on key UN Reform issues within/outside UNFPA on an ongoing basis.
