Under the supervision of the Assistant Representative, the National Programme Officer (NPO) HIV/AIDS substantively contributes to the effective management of UNFPA activities in the area of HIV/AIDS in Pakistan.
He/she analyzes and assesses relevant trends and provides substantive inputs to programme formulation and evaluation, joint programming initiatives and national development frameworks with regard to HIV/AIDS.
The NPO guides and facilitates the delivery of UNFPA’s programmes on HIV/AIDS by monitoring and providing policy and technical assistance, with a special focus on women, girls and young people, including high risk groups. He/she coordinates with relevant counterparts in government, multi lateral and bi-lateral donor agencies and civil society to address HIV/AIDS issues.
Results-Oriented Functional Statement
The NPO-HIV/AIDS carries out the following duties and responsibilities:
· In collaboration with relevant counterparts and partners, contributes substantively to the formulation and design of the effective and efficient UNFPA country programme in Pakistan in the area of HIV/AIDS in line with national priorities and UNFPA’s strategies including its support for sex workers interventions, sexual and reproductive health and HIV linkages, STIs, etc. Ensures quality of programme/project design incorporating lessons learned, newly developed policies and good practices and establishing appropriate execution and monitoring mechanisms and systems;
· Analyzes and interprets HIV/AIDS trends, challenges and priorities in Pakistan and identifies opportunities for UNFPA assistance and interventions. Keeps abreast of new policy developments and strategies and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks;
· Leads the UNFPA country programme implementation in the area of HIV/AIDS and ensures results-based programme delivery. Undertakes monitoring and evaluation of the HIV/AIDS programme funded by and through UNFPA together with government counterparts and other partners.
· Supports and strengthens strategic alliances and partnerships on HIV/AIDS at country level with UNAIDS co-sponsors and other development partners;
· Promotes substantive and programmatic linkages between UNFPA-supported HIV/AIDS interventions in Pakistan with country programme activities in reproductive health, reproductive health commodity security, gender, adolescent sexual and reproductive health and population and development;
· Analyses and documents good practices and lessons learned and shares with management and partners for use in knowledge sharing and planning future strategies. Establishes databases and designs research as needed;
· Supports defining the overall programmatic directions and strategies in the area of HIV/AIDS for the UNFPA programme in Pakistan and collaborates with partners to ensure that these directions are fully understood, supported and effectively implemented at the national level;
· Contributes to national efforts to develop, monitor and implement policies, plans and strategies for combating HIV/AIDS and other sexually transmitted infections (STIs), especially among high risk groups;
· Advocates and provides technical assistance for a multi-sectoral approach to HIV/AIDS, including through incorporation and prioritization of HIV/AIDS prevention strategies in national development plans and frameworks including poverty reduction strategies, health sector plans, UN Common Country Assessments, UN Development Assistance Frameworks and Delivering As One initiatives;
· Supports strengthening of national and local technical capacities in HIV prevention through the identification, capacity development and mobilization of potential national/regional partners and identifies up-to-date and most locally-appropriate approaches, models and methodologies;
· Represents UNFPA in relevant external meetings, working groups and coordination forums;
· Assists advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation and participating in donor meetings and public information events.
