Background:
 
UN-HABITAT has been involved in disaster management and reconstruction of disaster-damaged areas since its inception in 1978. In Iran, UN-HABITAT supported the preparation of the five volume Guidelines on Earthquake Disaster Management. In Nepal, it provided management and advisory support in the reconstruction of the areas affected by the 1988-earthquake. This included training of artisans, preparing draft seismic and advisory codes, community-based school construction, and technical support to owner-built shelter reconstruction. It was involved in Sri Lanka (landslide hazard mapping), Pakistan (rehabilitation of flood affected areas in Kasur, Punjab), Afghanistan (rehabilitation of war-damaged areas and disaster preparedness through community mobilisation), Mexico (seismic analysis), China (flood-damaged assessment), and Mongolia (risk assessment of Ulaanbaatar). Today it is assisting the governments of Indonesia, Sri Lanka and the Maldives in the reconstruction of Tsunami-affected areas.
 
In Pakistan, the Government-established Earthquake Reconstruction and Rehabilitation Agency (ERRA) has mandated UN-HABITAT to act as its technical advisor on housing and urban re-planning. To date, UN-HABITAT has received funding support from several donors including UNDP, Japan and the Canadian International Development Agency (CIDA) for various projects including: emergency winterized shelter support, technical and policy support to ERRA, and training support for earthquake resistant reconstruction.
 
To support these programmes, UN-HABITAT is looking for the service of a Human Resources Officer who will provide assistance and support to the Programme Support Unit (PSU) headed by a Programme Management Officer (PMO) as related to Human Resources functions while performing following key tasks.
 
 
Tasks:
 
  • Prepare vacancy announcements, review applications, and provide a short-list to respective manager.
  • Arrange and conduct interviews to select candidates. Review recommendation on the selection of candidate by the Field Offices. Prepare job offers for the successful candidates.
  • Monitor and evaluate recruitment and placement related activities of Field Offices, and recommend changes or corrections related to procedures to these offices.
  • Maintain updated personnel records of all UN-Habitat national and international Staff. Carry out periodic review of local staff entitlements under special circumstances and recommends improvement to higher management for approval and implementations.
  • Monitor and guide the work of the Human Resource Team in carrying out all Human Resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
  • Management of the HRDB/HRIS 
  • Provide guidance on HR regulation and rules. Provide advice on salary and related benefits, travel, and social security entitlements.
  • Determine and recommend benefits and entitlements for the staff on the basis of contractual status.
  • Review policies and procedures and recommend changes as required. Review and recommend level of remuneration for locally recruited staff.
  • Identify and analyze staff development and career support needs, provide advice on career development to the staff. Design, plan, monitor and provide induction orientation programme and briefing to he new staff members.
  • Assess training needs, identify, design and deliver training programmes to the staff at all levels throughout the Organization.
  • Advise and council staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. Provide inputs as required.
  • Liaise with UNDP and other UN agencies in Pakistan on all administrative matters affecting national staff within the terms of contracts.
  • Develop and implement a coordinated human resources development plan and arrange training for the staff in appropriate UN-Habitat policies and procedures.
  • Represent UN-HABITAT in the Human Resources Working Group and the Local Salary Survey Committee of the UN System in Pakistan.
  • Perform any other duties that fall within the competency of the incumbent.
 
Qualifications and experience:
Master Degree in Human Resource Management or Business Administration with 5-7 years of experience in Human Resources Management. Excellent communication  & interpersonal skills. Excellent computer skills including MS Office Applications and Information Systems. Knowledge of UN rules and regulations related to human resource management will be an added advantage. Fluency in both oral and written English will be vital since all the reporting and correspondence will be carried out in English, knowledge and experience with UN Staff rules and regulations is essential.
 
Recruitment:
