Job Description:

A stable and prosperous Pakistan is a top priority in international development efforts of the UK Government. Empowerment and voice of women, girls and marginalized social groups is vital for these efforts to succeed. Therefore, enabling them to articulate their needs and influence legislation, policies and practices which affect them is at the heart of the UK’s development assistance. Better access to reproductive, maternal, new-born and child health and nutrition is an important entry point to achieve this objective.

Pakistan is off-track to achieve the health Millennium Development Goals (MDGs). DFID Pakistan (DFIDP) therefore is focussing on reproductive, maternal, new-born and child health (RMNCH) including nutrition to support effective implementation of health sector strategies that will lead to achievement of the health MDGs. DFIDP has recently signed a Memorandum of Understanding (MOU) with the Government of Pakistan on Provincial Health and Nutrition Programme (PHNP) to achieve RMNCH and nutrition results in KPK and Khyber Pakhtunkhwa provinces over four years (2013 to 2017).

These TORs relate to the Innovation Manager role on one component of the PHNP programme - Empowerment, Voice and Accountability for Better Health and Nutrition (EVA-BHN).

The objective of the programme is to increase the demand for better RMNCH services and nutrition and empower citizens to hold the service providers to account. Women, girls and children with the greatest needs and from underserved backgrounds will be prioritized. The sub-programme will complement the supply-side interventions by increasing demand and strengthening mechanisms for greater and effective citizen participation and monitoring of health services. This includes: 

  • Influence health legislation, policy, practices, and service delivery through greater pressure and demand from the citizens. The supplier will work through a combination of empowerment, voice and accountability approaches including, but not limited to, awareness raising and mobilization, advocacy and lobbying, capacity building, coalitions and partnerships.
  • Pilot innovative solutions for increasing access of the poor and women and girls to RMNCH and nutrition – with priority to increasing immunisation coverage, skilled birth attendance, modern contraceptive usage, child and mother nutrition, management of common child ailments and usage of primary healthcare facilities, community workers, etc.

Under EVA-BHN funding has been made available through the Health and Nutrition Innovation Fund (HANIF) to foster innovative and out-of-box solutions to increase the access and impact of services in maternal health and nutrition which particularly benefit poor women and girls. The fund focuses on demand, service delivery and social accountability related to RMNCH and nutrition services to reduce maternal and child mortality.

Outline of Position: 

  • Responsible for ensuring the implementation of Innovative solutions through implementing partners funded under the grant.
  • Responsible for programmatic success of funded projects, and to ensure that the direction and evidence of the project is in line with the original innovation envisaged and if any change in direction/design is required, document the rationale for doing so.
  • Ensure implementation and improvement in Grants Management Manual
  • Ensure that the Grantee work is in line with public health systems of Pakistan
  • Train grantees on the use of technical formats
  • During each bidding round and the inception phase, the Innovation Manager will ensure:
    • Adequate application process including:
      • The call for concept notes/proposals;
      • A database of potential bidders and grantees;
      • Contracting of successful grantees.
  • Liaise with Grants Review Committee and defend shortlisted projects during GRC meetings.
  • Technical oversight and work-plan monitoring of the grants
  • Ensuring that the periodic monitoring and evaluation of grantee log frame are followed and reported
  • Ensure programmatic due diligence and follow-up on risks identified
  • Strong coordination with stakeholders like Government and ensure buy in of the grant projects with the government and DFID
  • Periodically review the grants manual to ensure that it is working optimally
  • Document technical achievements of the grants, including site visits to and meetings with grantees and key stakeholders.
  • To ensure awardee compliance with Grant Agreement and HANIF Grants manuals, procedures and regulations.           
  • Manage technical and financial due diligence, before the start-up and during the agreement period as per the defined reporting criteria
  • Manage HANIF team, build capacity in review of grants reports independently     
  • Manage stakeholder coordination and help grantees in presenting and lobbing    
  • Timely processing of amendments/addendums per requirement  
  • Contribute & cultivate design innovations.          
  • Ensure quality of quarterly and annual internal HANIF reports and ensure quality implantation of work plan and milestones’ and deliverable(s)   
  • Reviewing and finalization of proposed grant budget      
  • Ensure adequacy of reporting on technical and financial results and ensure burn rates.    
  • Maintain and manage technical and financial risks at the adequate level as agreed with client
  • Follow up with grantees for timely provision of project completion report. 
  • Ensuring all compliance checks have been conducted settlements made, dispositioning approved.          
  • Ensure all required documents are uploaded on share drive and hard filing         
  • Monthly planning and review meetings   
  • Mentor and ensure staff retention          
  • proactive planning with staff on the ongoing challenges and stream line upcoming assignments and deadlines
  • any other tasks as agreed with the supervisor or EVA Team Leader.

The Successful candidate should demonstrate:

  • Relevant Master degree, in public health, or management
  • Total minimum of 5 years of experience in public health, must have experience in technical oversight and work-plan monitoring of the grants
  • Advanced use of Microsoft office programmes; especially Outlook, Excel and Word
  • Experience on proposal writing of health project,
  • Knowledge of KPK and Punjab primary and public health sector is a must
  • Demonstrated ability to meet deadlines and work under pressure
  • Strong technical oversight and attention to details
  • Fluent English
  • Experience with major donor reporting (preferably DFID or USAID health or innovation grant programmes)
