Background:

Chemonics International, an international development consulting company based in Washington, D.C., seeks Pakistani national candidates for the USAID-funded Punjab Enabling Environment Project (PEEP). This five year initiative aims to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on the horticulture and dairy and livestock sub-sectors. We are looking to hire Operations Manager for long-term position based in Lahore, Punjab province, Pakistan.

Job Description:

Office Administration:

  • Overall responsibility for project administrative tasks. Ensure streamlined operations systems in line with Chemonics and USAID rules and regulations.
  • Supervise all operational activities and administrative tasks, i.e. timely payment of utility bills, extension of lease agreements, uninterrupted communication facilities, handle day-to-day oversight of issues related to property management, and provide recommendations to the Chief of Party or his/her designee.  
  • Ensure compliance of field Office policy manual
  • Ensure all staff report on duty and perform their duties diligently.
  • Supervise timely travel and logistics arrangements including hotel reservations, air ticketing, coordination with the Security Unit.
  • Event management and office vehicle fleet management.
  • Maintain asset inventory. 

Human Resource:

  • Take the lead in recruitment, hiring, and on-boarding of identified long-term and short-term positions, including working with candidates to complete verified biodata forms, deriving proposed salaries/rates, developing SOWs and job descriptions, conducting salary negotiations, and drafting employment agreements.
  • Deliver orientation to recruited long-term and short-term staff at the onset of their assignments.
  • Supervise the preparation and distribution of timesheets.

Procurement:

  • Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
  • Liaise with the Chemonics Home Office and local subcontractors when requested.
  • Preparing solicitation documents, analyses and evaluate bids / proposals and negotiations with vendors.
  • Supervise the preparation and execution of Purchase Orders, Sub-Contracts, Consultancy Agreements, and Lease Agreements in compliance with USAID rules and regulations.
  • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
  • Maintain tracking systems, such as procurement, contracts, deliverables and approvals, among others.
  • Manage the local insurance contracts (i.e. health, and property).
  • Well versed with USAID rules and regulations and especially on latest USAID GST Exemption policy & procedures.
  • Experience to handle in Kind Grants procurement portfolio.

Information Technology:

  • Ensure timely and trouble free IT support to all project staff.
  • Ensure in time maintenance and smooth working of all Office equipment.

Coordination:

  • Support COP in all operations tasks and duties;
  • As needs dictate; the COP may assign ad hoc special tasks and duties to the Operations Manager as required ensuring the overall efficient implementation of the USAID/PEEP activities.
  • Liaise with the project PMU to ensure timely and effective ongoing home office administrative and approvals processes, budget review and management, and client communications.

Required Skills & Qualifications: 

  • Bachelor’s degree in related field. Master’s degree will be preferred.
  • At least eight years of relevant work experience. Previous experience of working with USAID projects will be preferred.
  • Proficient oral and written communication skills in English
  • Strong analytical capacity.
