Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives. 

Position Summary:

MSI is seeking a qualified TDP Return Strategy Specialist to participate in an evaluation of USAID/Pakistan’s TDP return projects implemented in the South Waziristan Agency (Sararogha and Serwekai tehsils) of Federally Administered Tribal Areas (FATA) and Tank and Dera Ismail Khan districts of Khyber Pakhtunkhwa (KP). The projects aim to facilitate the return of Mehsud Tribe members to their homeland areas by restoring basic living conditions through rehabilitation of physical infrastructure, basic services delivery, enhanced livelihood opportunities, and supporting operationalization of government offices to increase security and stability. With these interventions, the program hopes to improve the living conditions of TDPs, build trust, and increase positive perceptions of the government amongst the displaced communities.

The TDP Return Strategy Specialist should be very familiar with the issues affecting the Mehsud tribe, particularly in the context of TDPs. The specialist should also be able to work in Tank and Dera Ismail Khan districts and South Waziristan agency and should be fluent in Pashto. The evaluation will begin on or about first week of January 2017 and finish by the end of May 2017. The anticipated level of effort is approximately 60 days.

Responsibilities:

The Specialist will work with the rest of the evaluation team and with other MSI staff and participate in all aspects of the evaluation including:

  • Reviewing background documents and organizing results of the review in a matrix template.
  • Participating in a team planning workshop to plan the evaluation.
  • Leading the training of field data collectors.
  • Providing technical input and contextual knowledge into data collection instruments, a data collection plan, and a data analysis plan.
  • Participating in fieldwork, including preparing notes of any interview s/he conducts.
  • Contributing to the analysis of qualitative and quantitative data.
  • Participating in presenting results to USAID and implementing partners.
  • Contributing to report writing.

Qualifications:

  • At least a Master’s degree in a relevant field and ten (10) years of professional experience or a Ph.D. with at least five (5) years of experience.
  • Demonstrated migrant populations in conflict-zones and refugee resettlement experience and a deep understanding of Mehsud tribe.
  • Excellent personal communication and English writing skills.
  • Familiarity with FATA and USAID programming in FATA.
  • Fluent in Pashto.
  • Experience working in complex environments.
