Scope of Work

 

Background:

The USAID funded Khyber Pakhtunkhwa Governance Project (KPG) aims to support transitional activities in Khyber Pakhtunkhwa Province to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province. The project will promote the success of the Government of Khyber Pakhtunkhwa (GoKP) and its reform agenda by engaging directly with the provincial departments, sustaining public engagement and strategic communications, and providing integrated assistance “packages” of activities that support specific GoKP objectives.

In order to further strengthen and improve drinking water supply, sanitation and solid waste management in the urban areas of Peshawar, the Government of Khyber Pakhtunkhwa established a public limited company by the name of Water and Sanitation Services Peshawar (WSSP). The rationale was to amalgamate all drinking water, sanitation and solid waste functions, previously provided by different government entities and departments under one corporate entity thus improving their efficiency and effectiveness. Now that the utility is up and running successfully, further institutional strengthening support is required to enhance operational efficiency, interaction with the citizens and technical capacity of the staff. The support will consist of automation of financial and human resource management systems and an interactive website to raise public awareness about WSSP services, reach out to its beneficiaries for feedback and provide them easy access through real time information and grievance redressal.

Purpose:

In order to support WSSP in its institutional strengthening, KPG requires the services of a consultant having experience in developing management information systems, interactive website, mobile application, consumer feedback and grievance redressal system to develop system requirements specifications for an interactive web portal with mobile application to reach out to beneficiaries for information sharing, feedback and grievance redressal.

Objectives and Duties

The consultant will be responsible for the following tasks:

  • Hold extensive meetings and consultations with the management and key staff members of WSSP, Water and Sanitation Services Mardan and Kohat to fully understand their requirements with respect to the above mentioned areas.
  • Based on discussion, undertake a thorough assessment and mapping of the current procedures and business processes involved in accounting, financial and human resource management and services monitoring and reporting of WSSP.
  • Identify WSSP needs with respect to web portal and interaction with beneficiaries in terms of information sharing, feedback and grievance redressal requirements.
  • Prepare comprehensive system requirement specifications for the systems/mechanisms that need to be developed for WSSP and water and Sanitation Services of Mardan and Kohat.

Deliverables

The consultant will be responsible for the development of system requirement specifications for automation of accounting, financial and human resource management and services monitoring and reporting functions, and interactive web portal with citizen feedback mechanism and grievance redressal system.

Reporting

The consultant will report to the KPG Director (Good Governance), IT Specialist and when required, to the Program Development Officer/Activity Manager on the above deliverables.

Qualification & Experience

  • Bachelor’s or Master degree in relevant field. 
  • Minimum 5 years’ experience of developing system requirement specifications.
  • Demonstrated experience of working with the KP Government.
  • Thorough understanding of the Government systems and procedures.
