The Khyber Pakhtunkhwa Governance Project is supporting the Government of Khyber Pakhtunkhwa to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province.

The Project intends to provide technical assistance to the Government of Khyber Pakhtunkhwa in a number of areas over the next 2 years and therefore like to identify qualified and competent individual consultants on short term basis.

Online Management and Tourist Information System

Scope of Work

 

Background:

The USAID funded Khyber Pakhtunkhwa Governance Project (KPG) aims to support transitional activities in Khyber Pakhtunkhwa Province to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province. The project will promote the success of the Government of Khyber Pakhtunkhwa (GoKP) and its reform agenda by engaging directly with the provincial departments, sustaining public engagement and strategic communications, and providing integrated assistance “packages” of activities that support specific GoKP objectives.

GoKP is promoting domestic tourism and making KP the preferred tourist destination by taking steps to increase tourism traffic by 10% per year in the next five years. A tourism policy is being developed that aims to streamline the role of the provincial government as a facilitator of private sector led growth in the tourism industry. The province has also empowered the Tourism Cooperation of Khyber Pakhtunkhwa (TCKP) and specified the role of other entities engaged with tourism regulation and promotion. There are specific initiatives planned to provide quality service to the tourism sector by investing in roads, electricity and other facilities in areas which are remote but have tourism potential. The government also plans to introduce quality standards and a regulatory regime for the tourism industry. Last but not the least, the government will implement a multi-pronged branding strategy to brand KP as a land of hospitality.

TCKP wishes to develop an integrated web based system with mobile application that will facilitate the registration, grading, inspection, quality monitoring and regulation of various tourist services such as hotels, rest houses, restaurants, cafes, travel agencies, car rental, tuck shops, gas stations, hospitals, pharmacies, emergency services and other tourist attractions. This will greatly facilitate both domestic and foreign tourists in identifying and booking appropriate lodging facilities and avail other available services in the areas thus promoting tourism through information sharing and propagation about these attractions. In addition, TCKP would like to streamline its financial management to improve its revenue generation and utilization. TCKP has also established three facilitation centres that need to be strengthened.

Purpose:

In order to support TCKP in the development of an integrated online management information system, KPG would like to hire the services of the consultant with experience in developing management information systems and enterprise resource planning software. In close consultation with TCKP, the consultant will develop system requirement specifications for a complete web based management information system that can cater to the organizational needs of TCKP, tourism related services providers and tourists in general.

Objectives and Duties

The consultant will be responsible for the following tasks:

  • Hold extensive meetings and consultations with the TCKP management and key staff members to understand their requirements with respect to tourism promotion and facilitation.
  • Based on discussions with TCKP, undertake a thorough assessment and mapping of the current procedures and business processes involved in registration, grading, inspection, quality monitoring and regulation of various tourist related services i.e. hotels, restaurants, travel agencies, car rental companies etc. to identify gaps/shortcomings and propose further improvements.
  • Identify areas of facilitation to prospective tourists in the province e.g. a searchable directory of tourism related sites and services providers with their locations, ratings, services, promotions, prices/offers, public reviews, availability and booking procedures.
  • Identify TCKP internal organizational requirements with respect to accounting, financial management, human resource management and quality monitoring and reporting.
  • Develop system requirement specifications for an integrated online management information system with mobile application to cater to the above mentioned requirements.

Deliverables

System requirement specifications for a web portal with mobile app and complete management information system for TCKP on a ‘turnkey basis’.

Reporting

The consultant will report to the KPG Director (Good Governance), IT Specialist and when required, Program Development Officer/Activity Manager on the above deliverables.

Qualification & Experience

  • Bachelor’s or Master degree in relevant field. 
  • Minimum 5 years’ experience of developing system requirement specifications for an integrated management information system.
  • Demonstrated experience of working with the KP Government.
  • Thorough understanding of the Government systems and procedures.
