Automation of Driving Licensing in Khyber Pakhtunkhwa

Scope of Work

 

Background:

The USAID funded Khyber Pakhtunkhwa Governance Project (KPG) aims to support transitional activities in Khyber Pakhtunkhwa Province to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province. The project will promote the success of the Government of Khyber Pakhtunkhwa (GoKP) and its reform agenda by engaging directly with the provincial departments, sustaining public engagement and strategic communications, and providing integrated assistance “packages” of activities that support specific GoKP objectives.

To improve transport system and facilitate general public in the province, the Khyber Pakhtunkhwa Provincial Government established a dedicated Transport Department and besides other functions, transferred the issuance/renewal of driving licenses to the Department. Having limited resources, the Department has obtained an old open source software and started issuing driving licenses. The software is installed in all district offices where operators carry out data entry and save the data on a USB/CD which is then physically transported to the main office in Peshawar and integrated into a central database. Based on the data collected, driving licenses are printed in Peshawar and then transported back to the respective district for distribution to the applicants. This causes unnecessary delays in providing a crucial public service.

The Transport Department now wishes to modernize the entire driving licensing regime in the province by developing an up to date software with dedicated server having firewalls and terminals in all 25 districts and an online information sharing system with traffic and other law enforcement agencies. The Department also wishes to introduce a penalty system based on recurring violations of traffic rules by the drivers. This will significantly improve traffic management especially on highways and in the urban centres of the province. 

Purpose:

In order to support the Transport Department of Khyber Pakhtunkhwa in the development of the above mentioned integrated online management information system, KPG would like to hire the services of an IT consultant having demonstrated experience in developing similar systems in other provinces/territories. In close consultation with Transport Department, the consultant will develop system requirement specifications for a complete web based management information system that can cater to the organizational needs as well as traffic and other law enforcement agencies and public in general.

Objectives and Duties

The consultant will be responsible for the following tasks:

  • Hold extensive meetings and consultations with the Transport Department management and key staff members to understand their requirements with respect to the automation of issuing and renewing driving licenses in the province.
  • Based on the discussions, undertake a thorough assessment and mapping of the current procedures and business processes involved in issuing, renewal and cancellation of driving licenses and identify gaps/shortcomings and propose further improvements.
  • Identify areas of facilitation to prospective drivers in the province e.g. online information and facilitation on how to apply for a driving license, a searchable directory of the nearest driving license issuing office, online application form and other required documentation etc.
  • Review of the existing automated driving licensing regimes in the country in order to identify best practices.
  • Develop the system requirement specifications for an integrated online licensing and management information system to cater to the above mentioned requirements of the Transport Department, traffic police and other law enforcement agencies.

Deliverables

System requirement specifications of a complete licensing and management information system for Transport Department on a ‘turnkey basis’.

Reporting

The consultant will report to the KPG Director (Good Governance), IT Specialist and when required, to the Program Development Officer/ Activity Manager on the above deliverables.

Qualification & Experience

  • Bachelor’s or Master degree in relevant field. 
  • Minimum 5 years experience of developing system requirements specifications.
  • Demonstrated experience of working with the KP Government.
  • Thorough understanding of the Government systems and procedures.
