BACKGROUND

Trust for Democratic Education and Accountability (TDEA) is a not-for-profit organization, established in 2008. TDEA programmes educate citizens about their democratic rights, responsibilities and significance of engaging in all forms of democratic processes for strengthening citizen-centered governance in Pakistan. One of its key objectives is to build capacity and strengthen civil society organizations in carrying out democratic accountabilities through election observations, advocating for electoral reforms, and oversight of parliamentary and government institutions. TDEA implements its programmes through partner organizations including the Free and Fair Election Network (FAFEN), a representative national network of civil society organizations with largest outreach in the country.

Director Finance is a senior management position and incumbent will be responsible for providing leadership and oversight to financial and grants management team, which include, among others, financial planning, contract management, internal controls, record keeping, reporting and audit. The key roles and responsibilities are as follow:

  • Be responsible for strategic leadership of Finance Department of the Organization;
  • Coordinate, supervise and prepare all financial statements / reports to various bilateral, multilateral donors and relevant managers to ensure compliance with contractual and legal requirements;
  • Formulate plans, strategies, and objectives for investments of Endowment Fund, GF and CPF for best available Return;
  • Manage the cash flow and prepare cash flow forecasts. Ensure funds are available for smooth running of TDEA’s Operations.
  • Suggest amendments and improvements in the Financial Manual in view of emerging needs and donors’ requirements.
  • Ensure implementation of the trustees’ decision related to financial management arrangements.
  • Keep the management abreast of overall progress and results against budgeted activities and subsequently its future planning, assess the time overruns, cost overruns, project management and other elements for effective implementation of the project;
  • Develop contract management plans and prepare annual and donor budgets and ensure its effective implementation in coordination with the senior management and program unit,
  • Coordinate with the donors for approval of procurement plans; ensure the compliance of covenants agreed between the donor and TDEA;
  • Ensure timely preparation and auditing of annual financial statements within the statutory framework,
  • Ensure the liquidation audit for further request of funds to donors so that projects are run un-interrupted;

QUALIFICATIONS AND EXPERIENCE REQUIRMENT

  • Master’s degree in the relevant field, preferably CA, ACCA, ACMA or equivalent, with 10 years’ experience, including 6 years at the senior management level with national or international not-for-profit, or development organizations;
  • Understanding of multi and bilateral donor policies, procedures, grant and contract management;
  • Extensive experience in budget preparation for large project proposals, understanding of USAID, DFID, EU contracts management, budget formulation, financial analysis and planning skills;
  • Ability to use financial systems to track accounting activity.

COMPETENCIES

  • Well versed with MS Office, especially Word, Excel, PowerPoint and Outlook
  • Excellent writing and speaking skills in English
  • Have a good knowledge and understanding of financial databases.
  • Ability to work under pressure
  • Demonstrated problem solving approach and ability to “think out of the box”

TRAVEL REQUIREMENT

  • The position will be based in Islamabad. However, he/she may be required to travel in Pakistan as and when required by the project’s needs and requirements.
