Position Summary: Conduct Inspections (26 Minimum per school, based on Milestones and Sub-Milestones).  It is MANDATORY to be on site for all major concrete pours (foundations, columns, grade slab, and roof slab/beam) for the entire time of the activity.  All Visits to Active Schools (where construction is underway) to be conducted with Contractor Site Engineer.  A minimum of 12 Unique School Site visits per week, with accompanying inspections is a basic requirement.

Location: Lahore

Reporting and Supervision: The Roving District Engineer will report to District Senior Engineer.

Specific duties and responsibilities include but are not limited to:

  • Establish good interpersonal relationships within the SST.  Proactively build effective working relationships with District Education Officers, PTC/SC Members, CCSI members and Contractors/representatives; and 
  • Create a win-win environment by gaining agreement from partners and / or Customers before taking partnership-oriented actions.
  • Submission for approval of a Weekly Schedule for the following weeks travel to School Sites to the District Manager. 
  • Close Liaison w/ the Community Development Coordinators to ensure the following:
  1. Coordinate the first visit to a newly baseline surveyed school with the CDC to provide Engineering input to the Statement of Requirements.  This visit is MANDATORY.
  2. CCSI  Members and Contractors representative are present at the time of the 5 Major Construction Milestone Visits.
  3. To ensure that any non-technical/community school related issues are addressed expeditiously.
  • DE must coordinate with the DM, SDE other DE & CDC regarding the final inspection date, conduct final inspection, document punch list and subsequent site handover back to the school administration.
  • Using Humqadam Capacity building, develop capacity of target stakeholders: PTC/SCs, CCSIs, Contractors/representatives and School Support Team Colleagues.

Working across multiple sites to;

  1. All Inspections to include the following information on MIS as applicable:
    1. The name of the Contractor Representative on site for inspection.
    2. Observations, related to the particular inspection.
    3. The recommendations made in the case of failure and the stipulated time for issues to be addressed (details in MIS and concise version in Site Register).
    4. A clearly agreed re-inspection date with the contractor representative.
    5. Accurate Photographs related to the specific details in the inspection.
    6. All required construction forms to be filled and attached e.g. Contract Variation Orders, Rebar Approval Forms, Material Approval Forms, Source Approvals, Bar bending schedules, concrete test results, non-compliance reports etc.
    7. For re-inspections (because of failure of previous inspection or delays), District Engineer will be required to make a specific entry addressing the resolution of the issue.
    8. All MAJOR MILESTONE VISITS to require JOINT MEASUREMENTS (with District Engineer & Contractor Engineer together) on site.  Please note, this is mandatory and non-compliance will result in the strictest disciplinary action.
    9. Ensure that materials used are as per contract specifications.
    10. Ensure that the Contractor has maintained the updated site records on site.  These include (but not limited to):
      1. Quality Control Plan
      2. Health & Safety Plan
      3. Construction Schedules
      4. Drawings
      5. Site Register
      6. Contract Statement of Requirements/Specifications
      7. Statement of Requirements (Scope of Work)
      8. Hard Copy Record of All Documents in 1 F.
      9. Monitor and enforce the widespread use of PPE Equipment & Removal of Debris.
  • Monitor schedule and ensure timely completion of project by regular follow up with contractor. Identify contractor performance issues and report these to SDE and DM. Suggest means and methods to improve the progress at sites.
  • Timely verified the submitted invoices based on the joint measurement sheets that were previously agreed to by joint measurement on site.  Refer to 1h above.
  • Produces work completion certificates together with SC/PTC.
  • Create a win-win environment by gaining agreement from partners and / or Customers before taking partnership-oriented actions.
  • Provide accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc.
  • Provide informative, timely and effectively presented written reports/numerical data as required.
  • Collect and evaluate contractors’ daily reports.
  • Checking IPCs prepared by the contractor on the accomplishment of milestones
  • Prepare statement of requirement (SoR) with SC/PTC.
  • Maintain a project tracker.
  • Report incidents / accidents.

Required Skills and Qualifications:

  • A minimum of 3 years of experience in construction supervision of infrastructure project, especially building construction. Experience of managing contractors’ sites would be an advantage.
  • Bachelors in Civil Engineering Degree
  • Registration with Pakistan Engineering Council
  • Relevant IT skills, including familiarity with Microsoft Office and Project and web-based applications, required.
  • Fluency in oral and written English is required. Knowledge of Urdu and or Pashto would be a distinct advantage
