Rice Value Chain Consultant

CABI Central & West Asia is implementing Phytosanitary Risk Management Program (PRMP) in Pakistan. The PRMP objectives are 1) Improve technical capacity, and quarantine related infrastructure by creating an applicable and scalable model to support development and deployment of biocontrol agents to reduce the impact of plant pests in Pakistan and 2) Mitigate the impact of pests and improve the capacity of plant health regulators (in pre- and post-harvest quarantine management) to certify exports of agricultural commodities.

PRMP, among other research and development areas, is working on improvement of rice value chains in Pakistan. This component has key focus on mitigation of pests of quarantine, economic, and social concerns in the rice value chains.

The selected candidate for this position would be responsible for development of a PRMP Rice Value Chain Improvement Manual. The manual development process would include survey and meetings with rice supply chain stakeholders in rice production areas of Pakistan, review of previous reports developed by CABI resources, and eventually development of the desired manual.

TORs

  • Work under the guidance of Project Manager PRMP
  • Review of earlier survey reports and reference material developed on the relevant topic/s by CABI resources
  • Conduct survey and meetings with rice supply chain stakeholders including input and services suppliers, growers, harvesting staff, postharvest handling staff, wholesalers, millers, packers, exporters, relevant government and non-government agencies, and (if practical through remote channels) with importers in leading rice markets of the world.
  • Develop a training manual and training material in .ppt on rice value chains improvement in Pakistan. The manual, inter alia, must include a dedicated chapter on mitigation of Khapra beetle in rice value chains of Pakistan. (The training manual and training material would become the IP of CABI once the final payment of services of the consultant has been made).
  • Participate as resource person in ONE training of rice value chain stakeholders of Pakistan organized by CABI in rice production areas of Pakistan.
  • Any other relevant activity required for satisfactory completion of the key role requirements

Qualifications

Qualifications and language skills: Candidates should have earned a Ph.D degree in Entomology / Agronomy / Supply Chian Management from a degree awarding institute of international reputation.  Knowledge and experience of pests of quarantine, economic, and social concern of rice is prerequisite. Must be fluent and well versed in communication in English.

Previous experience: At least 10 years work experience in control of pests of quarantine and economic concern is mandatory. Internship / training at international research and development institute in control of pests of quarantine and economic concern of rice will be given preference. 

Personal characteristics: Applicant for this role needs to be honest, dedicated, social, motivated, disciplined, and self-organized to deliver quality work at prescribed deadlines.
