BACKGROUND & RATIONALE

WORLD VISION INTERNATIONAL - PAKISTAN

World Vision International (WVI) is an international humanitarian and development agency. Currently, WVI is working in about 100 countries around the world to serve all the people regardless of ethnicity, gender, religion or any other political affiliation. We work in Health, Education, and Resilience (Economic Development, Disaster Risk Reduction and Emergency Response). Our Cross-cutting themes are child protection, gender and social harmony.

World Vision International – Pakistan (WVP) has been working on emergency relief and development programs in Pakistan since 2005. Our relief responses include the earthquake in 2005, floods in 2007, 2010, 2011 and 2012, the internally displaced persons (IDPs) Crisis in 2009 and 2012 and the 2013 measles outbreak in Sindh. Through its various projects, the WVP is focusing on health and maternal & newborn child health (MNCH), education access and quality and resilience through Disaster Risk Reduction (DRR) and economic development. These are achieved through cross-cutting themes of child protection, gender and social harmony. We work with civil society and government partners in parts of KPK, North Sindh and South Punjab and urban projects in Rawalpindi and Lahore.

IMPROVING NUTRITION THROUGH LIVELIHOOD DIVERSIFICATION

Improving Nutrition through Livelihood Diversification aims to help vulnerable families’ especially women-headed families and widows with provision of livestock. The beneficiary women will be trained on livestock management and utilizing household income for nutritious diet. In addition the project will help the beneficiaries get connected to the market to sell livestock projects to improving their earnings. The project is proposed to be implemented in 3 Union Councils (UCs) of district Muzaffargarh. The Union Councils include Lundi Patafi (formally part of UC Bait Meer Hazar), Bait Qaim Wala and Kharik. The proposed intervention is aligned with World Vision Pakistan strategy that aims at strengthening poor families and their children for improved livelihood to address malnutrition. 

The project model aims to help poor families with provision of one-time livestock and training women to breed and manage livestock for the sustainable livelihood. The project will work through Community Self Help Group (CSHG) and are expected to continue after the completion of the project. In addition the Livestock Department will be the primary caretaker of the livestock for vaccination and deworming. Community organization members will help in wealth ranking exercise to identify beneficiaries in target villages. Key criteria for the provision of the livestock include:

  • Destitute and extremely Needy families.
  • Women and destitute widow headed households.
  • Child headed households etc.
  • Families with malnourished children or Pregnant and Lactating Women (PLWs).

Each selected family will be provided with 2 goat and 7 birds (one male and six hens per family 600 gram each). For hens crossed golden/Fayyumi breed however in goat ready breads of Beettle, Kabli or Kamori will be selected with the suggestion of the local livestock department.

A vaccination certificate will be obtained before procuring the animals and birds. After the delivery of the animals and birds to the beneficiaries representatives of the relevant department will verify breeding status and health of livestock and birds. A market survey will be conducted to identify potential buyers for the livestock products and farmers will be linked with them. At the district level livestock promotional events for marketing and building linkages will be held with the help of livestock department. To orient and link the farmers with the livestock market marketing and credit facilities exposure visits will be organized.

THE PURPOSE OF THE STUDY

WVP intends to undertake this study to understand market dynamics and behaviours regarding livestock and livestock products. This study aims to explore the factors which play vital role to affect local livestock and livestock products demand and supply and influence the prices. The study will be identifying the challenges & obstacles and boosters local farmers face to access local markets to sell their livestock and livestock products. 

SPECIFIC OBJECTIVES OF ASSESSMENT

  • Understanding the purposes of rearing the livestock the community.
  • Identification of the suitable specifies and breeds of the livestock vis-à-vis communities’ purpose(s) of rearing livestock.
  • Identification of the ways communities utilize livestock products, and important driving factors behind these.
  • Mapping out the market preference to purchase livestock and livestock products and what are key driving factors.
  • Identification of the barriers and boosters for the farmers to sell their livestock and livestock products in the market?
  • Identification of the key factors those affect the price of the local livestock and livestock products?
  •  Analysing the scope of the local livestock and livestock product trade in the areas main markers and what are the barriers and boosters there.
  • Identification of government mechanism to promotes local livestock and livestock products, and how to further improve these.

METHODOLOGY

The consultant will propose the complete methodology to undertake this assignment. Key aspects of the methodology must include:

  • Review of relevant policies and guidelines.
  • Review of the available literature.
  • Primary data collection.
  • Focus groups discussions.
  • Interaction with farmers.
  • Interaction with retailers.
  • Interaction with wholesalers.
  • Interaction with the customers.
  • Interaction with the key government officials.
  • Interaction with the subject expert.

Methodology must be based upon the objectives of the study; it should be based upon the objective of the study.  The consultant will develop relevant tools to implement the proposed methodology; however the tools will develop after the consultant will be hired.

ROLES AND RESPONSIBILITIES

 2) WVP will be responsible for:

c.            Assistance to fix meeting with local officials.

d.            Validation the study design.

e.            Validation of tools.

f.            Review of the report.

g.           Validation of report.

 TIME FRAME

The consultancy will start on Aug. 10, 2016 to Sep. 30 2016. Consultant will not admissible for any payment beyond Sep. 30, 2016.

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED DEADLINE

  • 18 Years of education in Livestock Management or equivalent with extensive experience in Research.
  • Proven experience in livestock related sector of 10 years of more.
  • Proven 5 years’ experience of research in livestock years or having completed at least 10 assignments as lead researcher in livestock with credible international donors/organization. Preference will be given to individual with international publications.
  • Expertise in the design qualitative tools.
  • Expertise in qualitative data analysis tools.
  • Very good at time management.

CONSULTANCY FEES

Consultant will propose the fee for the total assignment including fee for personnel he/she will Engage for the data collection. Consultant will factor in all the relevant costs in the budget and will not be admissible for any further costs whatsoever.
