PROJECT BACKGROUND & RATIONALE

SUMMARY OF THE PROJECT

In 2002, The Education Ministry established a separate department, “Literacy and Non Formal Basic Education Department” (LNFBED) to cater the needs of 31 million illiterate populations of Punjab Province and to address the issues of dropouts at the primary level.  Children of age 5-16 attending the NFBE Centres who have missed their formal school suffers from different kind of psychological issues and is exposed to widespread abuses and neglect. The LNFBE Department of District Rawalpindi has expressed its desire that World Vision International - Pakistan support the department in improving the poor quality of Non-formal Basic Education due to teacher’s capacity, poor community awareness and ownership, low interest of children due to conventional teaching methodologies etc. in their area of interventions. WVP, with the technical and financial support of WV Australia and Learning Hubs, intends to address the issues related to improvement of NFBE in 10 urban union councils of District Rawalpindi. Extending the education to those who are out of formal education through innovative ideas like Information Communication Technology (ICT) and activity based learning would also be in line with the Dakar Framework of Action for EFA. Recent innovations in global Non-formal Basic Education, particularly the introduction of ICTs have welcomed  exceptional learning opportunities to those, including in Pakistan   who have missed their formal schooling. WVP believes that introducing ICT based learning in Government’ NFBE Centres will boost interest and engagement of both students and teachers in improving learning level thus paving the way to mainstream out of school students into formal education.

Outcome 1: Out of School Children are mainstreamed into formal education who complete quality Non-Formal Basic Education by 2016.

Output 1.1: Community Based Literacy Support Structure established to help Children attend NFBE Centres.

Output 1.2: 500 Children in NFBE Centres are trained on Age-Specific Life Skills.

Output 1.3 20 Urban NFBE centres are equipped with Learning Material customized from already developed resources by WVP.

Outcome 2: Learning Outcomes of Enrolled Children in 20 NFBE centres improved by 2016

Output 2.1: Out of School Children learn ICT based NFBE in 10 Urban Centres

Output 2.2: 10 NFBE teachers capacitated on Innovative and ICT based NFBE Methodologies

Outcome 3: Strengthened Coordination among Communities and Government Department in the affairs of NFBE

Output 3.1: Basic Education Improvement Plans (BEIP) are developed and updated regularly for each NFBE Centres

Output 3.2: Local communities and Area Education Committees are trained on CVA approach and its use in the project

Output 3.3: Research to capture quality in NFBE Centres and documentation of good practices (including ICT based learning)

 















Specifically, the project is trying to address the following issues;

  • Ensure consistent enrolment and attendance of 500 out of school children through 20 NFBE Centres which is based on life skill and competencies development
  • Contribute in improving the learning level of target children through introduction of Information Communication Technology (ICT)
  • Improve monitoring of service delivery in the 20 NFBE Centres through strengthened coordination among LNFBED and local communities and establishment of local level support structure
  • Ensure awareness and engagement of parents and teachers in improving the Non-Formal Basic education system in Rawalpindi

PURPOSE OF THE TORS:

WVP is now conducting end-line evaluation to see the project contribution and evidence-based improvement in Non-Formal Basic Education system in Rawalpindi. To analyse the finding of the data collected and to test the hypotheses, WVP is looking to hire an expert statistician to analysis the data, while setting and allocating full time effort in National Office of WVP.

WVP is conducting end of the project evaluation to measure the contribution of project has made to the outcome level indicators. The evaluation design is a per-experimental design to better address the counterfactuals. The baseline was conducted before the start of the academic year, now as the academic year has completed WVP will measure the results applying the same instruments and compare the results to establish if the changes brought to the results are statistically significant. Through this study WVP aims to validate the project model that is based upon the premise that in the urban non-formal learning centers use of ICT helps to improve the learning outcomes of the learners. 

SCOPE OF THE ASSIGNMENT

  • Creation of the interface for the data entry based upon the research instruments.
  • Cleaning the data to ensure all the entries are uniquely identifiable and are consistent.
  • Constructing variable the in light of the research questions and indicators used to measure the results of the project.
  • Creating a descriptive analysis of the data comparing findings of the baseline and the final evolution.
  • Statistical modelling through applying correlation, ANOVA, two samples T-Test and Regression.
  • Narrating the findings of the statistical findings in an easy to understand be part of the final report.
  • Creation of graphs and description of these to be part of the report.

The consultancy will start on 20 August 2016 to 29 August 2016. 

Reporting

Consultant will report to MEAL Manger World Vision International - Pakistan.

Key competences, technical background, and experience required Deadline

Master degree in statistics from any reputable national or international university.

Proven experience in use of SPSS with any international NGO or social sector outfit. Researchers with the international publication will be given preference,

Proven experience in the report writing.

Good team player and ability to adopt in the new working environment quickly.

Self-starter and able  perform tasks independently.

Fluency in English.

Consultancy Fees:

Please indicate your ability, availability and daily rate (in PKR) to undertake the terms of reference above.  Applications submitted without a monthly rate will not be considered. Withholding tax of 10% will be deducted from the total amount. NTN is required.

Manner of Submission:

Proper Bids to be submitted through Courier Services at Islamabad Office. Plot # 33, Al Rehman Mall, 3rd Floor, G/11 Markaz.Islamabad.

The Validity of proposal should be minimum 30 DAYS.   

Proposal submitted by hand/fax/email will not be entertained.
