Description of the Unit:

In 2007, Trócaire opened a country office in Pakistan. Our goal in Pakistan is, ‘to contribute to a just and equal society where people have control over their own lives and are holding those in power to account.’ Under Trócaire’s new country strategy for Pakistan our programming will focus on:

  • Support small farmers impacted by climate change
  • Challenging gender based violence
  • Protecting bonded labourers
  • Responding to humanitarian needs

We currently work with 14 development partners and 4 humanitarian partners in Sindh and Khyber Pakhtunkhwa. Our partners encompass a diverse array of organisations with expertise in advocacy, community mobilisation, awareness raising, humanitarian response, service delivery, legal assistance and research.

Background to the Role:

This is replacement role and will be based within Trócaire’s programme team. As a partnership agency Trócaire works with local civil society actors, enabling them to address development and humanitarian challenges. The Monitoring, Evaluation and Accountability Manager supports Trócaire and our partners in designing, developing and implementing effective and accountable monitoring and evaluation systems and processes to ensure a quality response across all of our programming.

Team Relationships:

Country Programme Manager (1), Programme Managers (4), Programme Officers (3), Advocacy and Communications Coordinator (1) and Finance and Administration Officer (1). In addition, the post holder will be required to engage with other relevant staff in Pakistan and Ireland (particularly Trócaire’s Strategy and Impact Unit).

Role Description

Scope of the Role:

The Monitoring, Evaluation and Accountability Manager will lead in the development and delivery of Trócaire’s monitoring and evaluation system for the country programme. Adopting a Results Based Management approach, they will provide technical support to our staff and partners in the development, delivering and learning through a robust monitoring and evaluation system. They will provide tailored support to partners including monitoring visits, oversight of data collection, mentoring of staff and participation in programme workshops. They will assess and address capacity needs among staff and partners. The Monitoring, Evaluation and Accountability Manager will also lead on Trócaire’s commitment to safeguarding programme participants from abuse and exploitation through trainings, mentoring of staff and compliance reviews.

Key Duties & Responsibilities:

Technical Support (60%):

  • Support the development, reporting and revision of the country results framework in line with organisational and donor priorities.
  • Lead and support Trócaire and partner staff in the development of programme monitoring and evaluation systems during the programme design phase, including adherence to donor requirements.
  • Develop and oversee the implementation of programme results frameworks including planning, development of data collection tools, guidance on sampling and assurances on data quality.
  • Conduct analysis of primary and secondary programme data, both quantitative and qualitative, for organisational and donor requirements.
  • Lead in the development and contracting or delivery of programme evaluations including clear Terms of Reference, appropriate resource allocations and provide quality assurance in line with best practice.
  • Support Programme Managers/Officers/Coordinators in developing specific tools to track quantitative and qualitative data on programme impact.
  • Support the delivery of Trócaire’s safeguarding commitments at a country office and partner level through training, mentoring of staff and periodic compliance reviews.
  • Provide guidance to Programme Managers and partners on effective downward accountability to programme participants through information sharing, complaint handling mechanisms and independent verification of programme quality.

 

Capacity Development (30%):

  • Identify and address Trócaire and partner staff training needs in relation to monitoring, evaluation and accountability.
  • Provide tailored support to partners including extensive support visits, oversight of data collection exercises, mentoring of relevant staff and participation in programme workshops.

 

Other (10%)

  • Promote organisational learning on monitoring and evaluation through active participation in country office and programme meetings and workshops and maintain close coordination with Trócaire’s Strategy and Impact Unit in Ireland.
  • Represent Trócaire at external meetings, events and networks to share learning and promote our programming.
  • Provide required support to Trócaire and partners as part of a humanitarian response.
  • Undertake any other responsibilities assigned by the country management team.

 

 

Person Specification

Qualification

  • Graduate degree in development studies or other relevant field
  • Post graduate degree in social science or other relevant field an asset

Experience

 

  • 5 years’ experience of working within an I/NGO
  • 3 years’ experience of professional experience in monitoring, evaluation and accountability

Skills

  • Excellent understanding of monitoring and evaluation tools and methodologies
  • Experience of programme management cycle
  • Extensive knowledge of Results Based Management approach
  • Experience of working with partners and good understanding of partnership and rights based approach
  • Extensive facilitation and capacity building skills
  • Excellent oral and presentation communications skills
  • Computer literacy skills in Microsoft Word, Excel and Outlook
  • Experience in delivering Information Communication Technology for Development would be an asset
