Terms of Reference for Hiring of Individual Consultant for Teachers Professional Development Training with Existing Government School Teachers

Introduction of Taraqee Foundation:

Taraqee Foundation, a national level NGO, registered with Security and Exchange Commission of Pakistan (SECP) under the Company’s Ordinance 1984 and engaged since 1994 in different development sectors of Balochistan i.e. Health, Education, Environment & Infrastructure, Livelihood and emergency response.

Background Information and Rationale:

Taraqee Foundation has engaged with PPAF in implementing a project on Institutional Development in UC Saddar Muslim Bagh of district Killa Saifullah from March 2015.  The project is mainly working with communities in five different areas i.e. Social Mobilization, Health, Education, Community Physical Infrastructure and Livelihood.  The first phase of the project was purely on community mobilization and involving community to form Community Organizations (COs), Village Organizations (VOs) and Local Support Organization (LSO).  Each CO will be formed by involving 15 – 25 household members and their office bearers will move further to form VOs and LSO.  The community institutions also finalized their Village Development and Union Council Development Plans to identify their needs and its solutions.

The second phase of the project is initiated by meeting the requirements of Village/UC Development Plan.  Under the education component, TF has to work for 5 government schools and providing infrastructure, material and teaching aid support.  One of the activities is to impart training to teachers on their professional development and teaching quality.  Taraqee Foundation will impart this training to the existing teachers and get them understand about quality teaching practices, activity based learning, multi-grade teaching, lesson plan and curriculum compliance.

Specific Objectives:

  1. To understand and practices the concepts of activity based learning.
  2. To understand the preparation of lesson plan and how to align it with existing curriculum.
  3. To understand the pedagogies for multi-grade and separate teaching.
  4. To understand the assessments for primary classes and how to do the formative assessments method for children grading.

Scope of Work:

The consultant will impart the training to existing teachers (20 teachers) of selected government schools to meet the above mentioned objectives.  Consultant will prepare and provide a training manual for its own use during training session and provide to Taraqee Foundation along with submission of proposal.  The manual will cover the areas identified in the objectives and submit to Taraqee Foundation for record.  Consultant will have to prepare handouts for training participants to be developed in Urdu so that it will memorize to participants in the longer run.  Consultant will have to impart training in field for which TF will support to ensure the participation of teachers.  Meanwhile, all the arrangements regarding venue, refreshment/food, stationery, travel, etc… will be the responsibility of Taraqee Foundation.  At the end of training, consultant will be responsible to provide training report along with pre and post evaluation of the participants.

Consultant has to follow the simplest approach to impart the contents with frequent use local language.  The methodology of the training would be participatory with excess use of group work, role play and any other practical method, meanwhile, plenary lecture would also be feasible for better understanding.  Consultant will have to show already prepared sample for plans and reports templates so that participants will have hands on practice on each record type.  All the contents should be delivered by giving daily life examples and demonstrate the same where required.  Medium of instruction for training should be Urdu.

Eligibility of Consultant:

  • Must have Master Degree in relevant subject or certified on educational development.
  • Must have 8 years of experience with education and curriculum related trainings.
  • Must have 5 years of experience in conducting trainings.
  • Must have 4 years of experience in imparting trainings on lesson planning, pedagogies and curriculum.
  • Excellent report writing and presentation skills.

Deliverables:

  • Training Manual/Module.
  • Handouts for participants.
  • Day-wise schedule of trainings with contents and methodology.
  • Training report for every separate event.

Contract Duration:

The assignment will be completed within 20 days after signing of agreement including report submission and other related documents.  Expected dates of training will be communicated later by TF.

Budget and Payment Schedule:

  • Consultant will quote the budget in Pak Rupees for his/her services, module/manual and handouts.
  • 30% agreed amount will be paid on commencement of training and submission of module/manual and handouts.
  • 50% agreed amount will be paid after completion of training events in the field.
  • 20% agreed amount will be paid after submission of report and analysis on pre & post evaluation.

Selection Method for consultant:

Selection of consultant will be finalized after scrutiny on the basis of following criteria:

  1. Educational Qualification (20 Marks)
  2. Total Working Experience (20 Marks)
  3. Experience in conducting training sessions (20 Marks)
  4. Experience in relevant subject (20 Marks)
  5. Report Writing and Presentation Skills (20 Marks)
