Background:

A stable and prosperous Pakistan is a top priority in international development efforts of the UK Government. Empowerment and voice of women, girls and marginalized social groups is vital for these efforts to succeed. Therefore, enabling them to articulate their needs and influence legislation, policies and practices which affect them is at the heart of the UK’s development assistance. Better access to reproductive, maternal, new-born and child health and nutrition is an important entry point to achieve this objective.

Pakistan is off-track to achieve the health Millennium Development Goals (MDGs). DFID Pakistan, therefore, is focussing on reproductive, maternal, new-born and child health (RMNCH) including nutrition to support effective implementation of health sector strategies that will lead to achievement of the health MDGs. DFID has recently signed a Memorandum of Understanding (MOU) with the Government of Pakistan on Provincial Health and Nutrition Programme (PHNP) to achieve RMNCH and nutrition results in KPK and Khyber Pakhtunkhwa provinces over four years (2013 to 2017).

The Project (EVA-BHN)
These TORs relate to the social Mobilizer role for one component of the PHNP programme - Empowerment, Voice and Accountability for Better Health and Nutrition (EVA-BHN).

The objective of the programme is to increase the demand for better RMNCH services and nutrition and empower citizens to hold the service providers to account. Women, girls and children with the greatest needs and from underserved backgrounds will be prioritized. The sub-programme will complement the supply-side interventions by increasing demand and strengthening mechanisms for greater and effective citizen participation and monitoring of health services. This includes:

  • Influence health legislation, policy, practices, and service delivery through greater pressure and demand from the citizens. The project will work through a combination of empowerment, voice and accountability approaches including, but not limited to, awareness raising and mobilization, advocacy and lobbying, capacity building, coalitions and partnerships.
  • Pilot innovative solutions for increasing access of the poor and women and girls to RMNCH and nutrition – with priority to increasing immunisation coverage, skilled birth attendance, modern contraceptive usage, child and mother nutrition, management of common child ailments and usage of primary healthcare facilities, community workers, etc.

Overall Responsibility of the Position:

The Community Mobilisers will be primarily responsible for establishing and engaging Community Groups in targeted UCs of the project districts. Community Mobilisers will work closely with these volunteer groups to mentor, guide and support them in key activities (e.g. community based monitoring of the public health facilities, establishing radio listener clubs and engaging with decision/policy makers at local and district levels)

Reports to:         Project Officer - Community Empowerment

Specific Tasks

  • Identify and recruit the members of the Community Groups based on the criteria defined by EVA Project.
  • Guide the process of identification of the Core Group members and community Coordinator within the broader Community Groups as per CG operational guidelines.
  • Support the CG coordinator to arrange and conduct monthly meetings of the group
  • Support the Coordinator and the Core Group members in completing the Community Based Monitoring (CBM) checklist for the health facilities.
  • Assist the Project Officer to collect data for CBM and provide feedback to the community group.
  • Assist the Project Officer to conduct trainings for the Community Groups.
  • Assist the Project Officer to set-up listener clubs for the Talk Back Radio  component
  • Maintain and records and the documentation for the CG activities such as minutes of meetings, updated membership list, contact lists, demand logs etc.
  • Record and maintain attendance sheets of the participants for CG activities along with minutes of the meeting and maintain adequate record for membership.
  • Assist and support the Project Officer to deliver EVA Key Messages as and when required.
  • Performing any other tasks as agreed with the Project Officers.

 Monitoring & Evaluation (M&E) and Reporting

  • Monitor meetings of Community Groups and submit monitoring reports.
  • Ensure routine data recording using CBM checklist and timely submission of data/records to the Project Officer.

Supervisory Responsibility

  • Monitor and facilitate the CG coordinators

Coordination

  • Maintain close liaison with the Voice and Accountability, Policy Advocacy and Media Teams
  • Coordinate with community elders, notables and local civil society organisations in the area.

 Knowledge and Experience

Bachelor degree in Social Sciences or equivalent. At least 3 years of field experience in the Social or Development Sector, preferably 2 of these years should be with an NGO/INGO. Good communication skills. Data management experience and skills required. Must be fluent in Urdu and English and local languages. Computer Proficiency: MS Word (Advanced user), MS Excel (Advanced user), MS Outlook (Working Knowledge)
