Job Title:                       Monitoring & Evaluation Officer

BACKGROUND:
An international not-for-profit organization seeks application from qualified candidates to join a dynamic team to support the management and operations of development programs.

SUMMARY:

The Monitoring & Evaluation Officer is responsible for assisting the Manager of Monitoring & Evaluation in systematic data collection, carrying out analysis of development results framework indicators, conducting spot audits and managing data entry, record data and prepare reports following each program monitoring visit.

KEY DUTIES AND RESPONSIBILITIES:

Monitoring & Evaluation Support

  • Assist Manager of Monitoring & Evaluation in designing methodology for conducting baselines as per Performance Monitoring Plan/Monitoring & Evaluations Plan
  • Assist M&E Manager in carrying out impact evaluation studies. This will include a mix of quantitative assessments at the individual level and organizational level (baseline, midline, endline), longitudinal tracking of individuals, as well as a qualitative component.
  • Responsible to conduct consistent data verification site visits/spot audits and post grant surveys.
  • Ensure the proper collection, filing and archiving of all project monitoring data
  • Assist M&E Manager to provide data and reports for external evaluation of projects
  • Ensure the project monitoring data is up to date and available to project staff, partners and donors;
  • Collaborate with the Manager of M&E to analyze project monitoring and evaluation data and contribute to on-going learning throughout project implementation
  •  Provide recommendations for any changes in approach or activities to continue the program
  •  Assist M&E Manager for programming and implementation to support the continued development of projects in Pakistan.
  • Responsible for contributing to weekly, monthly, quarterly and final project reporting for relevant Monitoring & Evaluation sections
  •  Identify program successes, best practices and lessons learned

Capacity Building

  • Participate in program monitoring, evaluating, and periodic reporting related to capacity building
  • Coordinate with appropriate stakeholders such as program team in all aspects of project planning, monitoring, and implementation

Participant Evaluations

  • Administered the post-training evaluation and maintain scoring sheets (gathered through pre & posttests) of the participants. Responsible for collecting the evaluations, and managing soft copies and hard copies with support from program team
  • Draft pre & posttest analysis reports and evaluation reports
  • Conduct follow up interviews with all participants trained to evaluate training effectiveness and needs for additional training programs.

Records Management

  • Maintain all training related material in hard and soft copy for donor’s compliance. This includes all training manuals, presentations, handouts, evaluations, sign-in sheets, agendas.
  • Enter participants details into Internal database

Qualifications

  • University degree in social sciences and preferably focus on monitoring & evaluation
  • Minimum 2-3 years of experience in development assistance projects
  • Experience in program/project formulation, monitoring and evaluation with international organizations
  • Extensive work experience in challenging environments and operational activities
  • Fluency in Urdu and English is required and regional languages will be preferable
  • Ability to work an irregular schedule and travel to challenging areas
  • Competent in MS office and experience using statistical programs such as SPSS.
  • Proficiency in evaluation design and development of indicators.  Good working knowledge of statistics and ability to obtain, analyze and interpret data and present findings in written and oral form.
  • Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
