Project Summary 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

 

Position Summary

MSI will conduct a study to assess the immediate results of completed roads and electrification of villages in the South Waziristan Agency, FR Tank and FR D.I Khan of the Federally Administered Tribal Areas (FATA). Specifically, the assessment will determine whether project-supported road and electricity infrastructure has improved the availability and quality of service delivery and how it has affected the daily lives of local residents and their confidence in government. Furthermore, the assessment will explore the additional infrastructure needs of affected populations.

MSI is seeking male and female note takers who are fluent in the dialect of Pashto spoken in FATA, particularly in South Waziristan Agency. Note takers will be responsible for taking complete and accurate notes of focus group discussions (FGDs). PERFORM will conduct a total of 16 FGDs (10 male and six female). Each FGD will consist of eight to 10 participants. Note takers will work with the team in Islamabad and Peshawar for up to 15 days on an intermittent basis. S/he will report to the assignment manager and report on each of the FGDs. The FGDs are expected to take between two and a half and three hours. On average there will be two FGDs per day. The FGDs will take place from Monday through Saturday in Peshawar at a location yet to be determined.

Responsibilities

  • Take complete and accurate notes of each FGD.
  • Work with the moderator to produce accurate notes of each FGD.
  • Work with the assessment team, if necessary, to help interpret the discussions.

Qualifications

  • Demonstrated experience moderating or taking notes for FGDs.
  • Fluency in Pashto, and particularly the dialect spoken in South Waziristan Agency.
  • Acceptable English language skills.
  • Experience with infrastructure projects is desirable but not necessary.
