Project Summary 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary

MSI will conduct a study to assess the immediate results of completed roads and electrification of villages in the South Waziristan Agency, FR Tank and FR D.I Khan of the Federally Administered Tribal Areas (FATA). Specifically, the assessment will determine whether project-supported road and electricity infrastructure has improved the availability and quality of service delivery and whether and how it has affected the daily lives of local residents and their confidence in government. Furthermore, the assessment will explore the additional infrastructure needs of affected populations.

MSI is seeking a qualified Infrastructure Sector Specialist to serve on the evaluation team. The Infrastructure Sector Specialist should be very familiar with infrastructure projects, particularly in the context of USAID programming in Pakistan and FATA in particular. The Infrastructure Sector Specialist should be able to work in Peshawar and be relatively fluent in Pashto. The assignment is expected to require approximately 54 days of work and require work in Islamabad and Peshawar.

Responsibilities

  • Under the direction of the Team Leader and MSI staff, the Infrastructure Sector Specialist will participate in all aspects of the evaluation including:
    • Designing the evaluation approach.
    • Developing data collection instruments, a data collection plan, and a data analysis plan.
    • Participating in fieldwork.
    • Analyzing qualitative and quantitative data.
    • Presenting results to USAID and implementing partners.
    • Writing reports and briefing papers.

Qualifications:

  • At least a Master’s degree in a relevant field and 10 years of professional experience.
  • Demonstrated sector (infrastructure) and evaluation experience.
  • Excellent personal communication and English writing skills.
  • Familiarity with FATA and USAID programming in FATA.
  • Fluent in Pashto.
  • Experience working in complex environments.
