Short Term Consultant for Capacity Need Assessment of Sahiwal Chamber of Commerce

The Punjab Enabling Environment Project (PEEP) is a five-year project funded by the United States Agency for International Development (USAID) to support the Government of Punjab in improving business environment for the livestock, dairy, and horticulture sub-sectors. The project is working to build a strong business enabling and policy environment to help boost private sector investment and employment in the three sub-sectors.

USAID PEEP wants to develop the capacity of Sahiwal Chamber Of Commerce to become a research entity in Punjab to undertake public policy and business research work and policy engagement initiatives for advocacy to form stakeholders’ opinion and institutional reforms issues affecting the performance and productivity of the horticulture, livestock and dairy sectors.

1.        Objective and Purpose of the Consultancy:

The overall objective of this assignment is to design a comprehensive capacity building program, comprised of technical assistance and grants initiatives, for business organization after conducting a capacity need assessment; to capacitate it to become a leading public policy research entity in Punjab, having strong linkages with national and international policy communities, sector associations, regional and federal chambers of commerce, universities and other stakeholders. 

2.       Principal Duties & Responsibilities:

•Conduct a background reading of PEEP documents relevant to capacity building of business organization including project scope document, relevant sections of annual work plan, issued RFA, etc. to have an idea of intended / required role of business organization.

•Review the overall mandate of the business organization, as well as role and scope of existing “Research and Development” work, if any, and its ongoing and completed research projects / activities, especially related to policy or business issues, to have a fair idea of the nature of research work, undertaken by the chamber.

•Have a meeting with COP of PEEP, respective professionals of PEEP, President of Chamber of Commerce Sahiwal or his / her nominee, and other executive / management of Chamber, relevant members of respective committees related to new business development and liaison with government for policy issues, to conduct situational analysis.

•Submit a report comprised of situational analysis, capacity need assessment and required capacity development initiatives.

3.       Specific Tasks of the Consultant:

Under the overall guidance of PEEP and Sahiwal Chamber of Commerce, and in close coordination with the management of Sahiwal Chamber, the consultant will accomplish the tasks laid down in the attached document/link.

4.       Job Qualifications

a. Masters or higher academic qualification, in public policy, economics, horticulture, agriculture, Advanced university degree in a related field, preferably in management, public policy, horticulture, dairy or livestock.  

b.At least 8 years of professional experience of conducting policy and business research, institutional capacity development and capacity needs assessment at the national and international levels.

c. In-depth understanding of working of chambers of commerce.

d.Experience in developing training and workshops.

e.Strong writing skills, and experience of presenting complex technical information in a comprehensible way for non-specialist readers.

  1. Good communication skills and fluency in English and Urdu.

The duty station for this consultancy is Lahore, but travelling to Sahiwal is required.

7.       The consultant will report to COP of PEEP. The daily monitoring and oversight of the consultant’s work will be the responsibility of Component 2 Lead – HICD Expert

8.       Duration of the Assignment:

This assignment is planned to take place as per a start date of on or around September 12, 2015 and end date of on or around September 24, 2015 hereto for a total of 07 days LOE, including travel days.
