Expression of Interest (EOI)

URDO is seeking an experienced Pakistani Nationals (both individual and firms) as a Social Mapping Consultant, to conduct social mapping of the target Union council Nahaqi and Gulbela of District  Peshawar.

2: Objective:

      Union Council level social map will be developed to determine current practices, Socio-economic characteristics of the communities.

      To develop the UC Map with clear information on hazards, i.e type of hazards which community has to face with ,whether it externaly caused or internal ,what mitigation approches should be adopted to minimise the impact in  disaster prone areas and demarcation of land to be used for different activities (UC Land Use Maps) i.e. housing, agriculture etc. on the basis of primary and secondary data;which crops are growing in the area and seasonal crops and seasonal calender.

3: Background

 URDO is a local, multi-disciplinary, development oriented and non-profit making organization. URDO affirms to be committed to well-being of masses through promoting ecologically sound development in remote and impoverished pockets ofPakistanin general and Khyber Pukhtunkhwa in particular.

URDO in partnership with ActionAid is implementing a Local Right program with special focus on DRR and sustainable agriculture “inPeshawar, KP Pakistan”. The operation area included two union councils i.e.  Nahaqi and Gulbela of districtPeshawar.

The overall objectives of the program are to increase resilience and reduce vulnerability of farmers, women, and children and to enable them to mitigate and effectively respond to disaster.

4. Approach:

As per the devised strategy the detail community &  social dynamics mapping will be conducted in   two target Union Council i.e UC Nahaqi and UC Gulbela by using PRA techniques , focus group discussion/ meetings  with male and women, youth and Children  , while the result of that survey will be shared with community during awareness raising sessions. Community will be involved in data collection; that will ensure community ownership of entire process and plans.  

The informal focus groups should include interest groups like: male and female, youth, children, teachers, farmers, LG representatives, among others.

5.  Terms of reference.

The required consultant will be responsible to:

  • Conduct general survey of  the target area by locating  , vegetation and threats to it, streams, houses, major infrastructure,;
  •  Identify the existing land use practice in target area with active participation of community and develop UC Land use maps
  • Identify key issue and risk in the existing land use agriculture  practices
  • Identify options for the issues of soil degradations like soil erosion and land sliding etc.
  •  Develop maps (UC level) on the basis of above information with clear indication of hazards, at risk communities, safe evacuation routs and safe places within village, map should indicate main sources and government and social infrastructure in UC.
  • Prepare detail report with graphics and charts and shared first data for feed back and final report in hard and soft along with shot presentation highlighting the key issues and recommendation. On the survey findings to be used for community and other stakeholder awareness raising;

6. Required capacities of the Consultant

(ii) a proven track record of professionalism and ethical conduct, (iii) relevant technical skills and knowledge and extensive work experience in the respective field, (iv) experience in providing consultancy services, experience with donor-funded projects; (v) extensive countryside work and travel experience; and (vi) good reporting and writing skills.

 7. Timeframe

Ideally the activity has to be completed in the month of July 2015; however the final timeframe will be agreed in the contract signed with selected consultant. 

8.  Application Procedure

Interested consultant firms/individuals are invited to submit a detail proposal through courier service on the name of Program Manager URDO latest by Monday 6th of July 2015 COB on the following Address.

Proposal submitted late or through email will not be entertained. The proposal should include the following key document:

  • Letter of motivation address to the Executive Director outlining how your experience, skills, qualifications and professional networks fit with the required deliverables (one page maximum)
  • Organization/firms profile, copies of the relevant articles/reports published, web link etc.
  • Technical proposals.
  • Profiles of the potential resource persons who are expected to conduct survey.
  • Financial proposal, including consultancy fees, and detail breakup of the cost to be incurred on each of the inputs both including units cost.
  • Detail work plan of the tasks to be carried out

9. Important Notes:

  • Only selected firms/candidate will be contacted for further selection process.
  • Subject to subsequent services agreement, URDO will pay to consultant(s)/firm after the completion of the consultation through cross cheque.
  • All Govt. taxes will be deducted as per govt. rules.
  • Any effort by an applicant to use due influence on selection process will cause rejection of EOI.
  • URDO reserves the right to accept or reject any proposal without any explanation.
