Request for Expressions of Interest from Pakistan BSPs

 

The USAID US-Pakistan Partnership for Agricultural Market Development (AMD) Activity in Pakistan is being implemented by CNFA.  AMD will increase incomes and employment in rural areas by delivering firm-level investment and technical assistance to agribusiness enterprises that provide inputs, services, training and commercial markets to smallholders.  AMD will catalyze increased private investment and commercial finance to the sector, mitigate risk for rural SMEs and entrepreneurs, and expand commercially sustainable linkages between service providers, producers, post-harvest enterprises and local consulting firms.

 

AMD is issuing this request for an Indefinite Quality Contract (IQC) from qualified Pakistan business service providers (BSPs) including, but not limited to for-profit consulting firms, NGOs, educational institutions and industry associations, and individuals to provide consulting, business advisory and training services to the agribusinesses sector in the following technical areas:

 

Technical Areas

Service Provision

Business Administration, Supply Chain Management and Marketing

Training in business planning, financial management (including access to credit), marketing (both domestic and export), development of advance supply contracts with growers, establishment of price premiums for quality.

Farmer training and demonstrations

Development and delivery of farmer training curricula, including seminar training, field days and demonstration plots.

Quality standards and certification

ISO laboratory training and certification, Organic certification, Global GAP training and certification for primary producers, HACCP training and certification for post-harvest and processing enterprises

Post-harvest handling, storage, processing technology

Prevention of on and off-farm losses, washing, sorting, grading, packing, operation of refrigerated and non-refrigerated technologies, delivery of “embedded services” to raw material suppliers, modern processing practices and equipment

Workforce development

Job training, including internship opportunities, for agricultural and technical professionals, including agronomists, veterinarians, machinery operators, mechanics, food technologists, cold storage technicians and others

Special Initiatives

Development of agricultural lending products, establishment of warehouse receipts system, capacity-building for agribusiness

During the first phase of selection process AMD will identify at least 15 BSPs to provide assistance to AMD and agribusiness firms and farmers during the 1st year of the project and beyond.

Selection is based on following criteria:

  1. Organizational Background (based on company’s and/or its partner’s/key personnel’s experience)
  2. Qualification of employees (based on CVs of partners/key personnel)
  3. Areas of Expertise (based on company’s and/or its partner’s/key personnel’s experience related to the agribusiness sector)
  4. Regional experience (based on company’s reach of consulting networks and ability to work in secondary cities and rural areas)
  5. Past Performance (based on work undertaken and measurable results – up to 5 examples, with references)
