Education & Relevant Experience: 

  • Degree or equivalent in Monitoring and Evaluation, Project Cycle Management, statistics or related courses.
  • At least 4 years experience in the monitoring and evaluation of large scale programs.
  • Experience in the design and building of a monitoring and evaluation system.
  • Proven experience in report writing.

Job Description: 

 Under the supervision of Project Coordinator the M&E Specialist has overall responsibility for leading the design and implementation of a monitoring framework to track delivery against project/s goals and objectives as well as leading analysis of data collected under the monitoring framework for assessment of progress and areas for improvement and any punctual evaluation data.

  • Manage day-to-day operations of the M&E system, including support of MEAL Officers in continued implementation.
  • To support PDMA in conducting regular/ periodic monitoring visit to field and to oversee the implementation of different HOs. They will direct the high ups of HOs if their intervention does not meet the agreed criteria or if HOs fails to comply with P/DDMU standards
  • To organize active training of MEAL Officers on M&E manual developed for PDMA/DDMU by a Consultant.
  • Supporting a consultant studying the existing manual and procedures placed in PDMA/ DDMU and in developing/ refining manual in coordination with relevant government officials.
  • Develop, refine and manage the process for regular reporting on findings and coordinate with the management team for the dissemination of information.
  • With the support of the Database Management DMO/s ensure that data collection tools are appropriately designed to allow the proper collection and processing of information in a user friendly way; ensure that all datasets for all field activities are properly managed; ensure that appropriate data validation and cleaning procedures are implemented to verify the authenticity of information collected.
  • Provide the management team with statistical analysis of surveys and relevant secondary data.
  • On an ongoing basis ensure that project monitoring data is collected, stored and analyzed in a clear and professional manner. Working closely with the DMO/s ensures that all data is verified and cleaned before analysis and archive.
  • Conduct monitoring field surveys on project implemented activities using agreed tools to ensure the data collection
  • Prepare weekly activity reports and submit to the management team including updates on monitoring results.
  • Report all information or difficulty related to project activities or security aspects.
  • Maintain a positive image of organization at all times and in all circumstances.
  • Keep abreast of the latest developments in M&E and network with other organizations for best practices and technical assistance.
