A. Background

Trócaire’s Challenging GBV programme aims to reduce tolerance towards Gender Based Violence (GBV) and increase protection for survivors in targeted communities in Khyber Pakhtunkhwa (KP) and Sindh. The programme works with seven partners implementing projects to address GBV in the two provinces. The partners include the Association for Betterment and Development of Human Being (ABAD) and Sindh Development Society (SDS) working in Hyderabad, Jamshoro, and Matyari districts of Sindh and Aiming Change for Tomorrow (ACT), Noor Education Trust (NET) and Pakistan Village Development Program (PVDP) working in Mardan, Noshehra, Peshawar, Swabi and Swat, and districts of Khyber Pakhtunkhwa province. The programme supports two shelters in Peshawar (NET) and Hyderabad (ABAD) extending quality services to women and girl survivors of violence.

Key programme strategies for the prevention of GBV at all levels are awareness raising, evidence based research, networking and alliance building, institutional capacity building and mobilizing young women and men. These strategies are complemented by strengthening response mechanisms that include provision of protection, legal aid, psychosocial counselling, vocational training, referral and medical aid. Response institutions comprising shelter homes (both government and non-government), social welfare departments and Police also play an important role in increasing the quality of services to survivors of violence especially women.

As the first institution to respond to the needs of survivors, contact with Police is almost inevitable in all GBV related cases. It is therefore pertinent to sensitize police officials by enhancing their understanding of GBV and related laws, and changing attitudes towards GBV survivors who approach them for support. Trócaire is looking for a partner to work with us on this specific aspect of the programme.

B. Specific Objectives

The successful partner will be expected to deliver 3 distinct but interconnected activities detailed below:

1. Design/adapt and develop, with the help of existing material, a context specific behavioural change module to work with Police in GBV programme areas in KP and Singh.

The successful partner will conduct a desk review of KAP studies and other reports available from the programme to understand the context of the strategy. The partner will review the initiatives already taken along with the proposed planning elaborated in KAP and adapt, develop, or synthesize available resources to design an attitudinal change module targeting Police officials including women. Given the implications on policing in presence of over-all security situation in the country especially KP, the module should include context specific examples for Sindh and KP Police.

2. In consultation with partners, conduct trainings with selected Police stations in KP and Singh.

The partner will conduct trainings with selected Police officials by working with the local District Police through Trócaire’s partners. Here the partner will be required to focus on the long term results of this important strategy with clear emphasis on practical implications of the training which will be diligently measured, by Trocaire and partners, through the increased comfort of women survivors accessing the service from Police.

3. Enhance capacity of partners to work with Police on issues related to GBV in the areas.

The partner will build the capacity of programme partners by fully engaging them in the design of the training and implementation process. The partner will also be required to enhance the in-house capacity of partners to continue such trainings involving local police and also up-keep a professional relationship with the institution so that the training results are measured and followed up later on.

C. Expected Outcomes:

The partner will be expected to achieve the following outcomes:

1. Develop and roll out attitudinal change module with Police and partners.

2. Train 200 police officials 22 Police stations in the programme areas in Sindh and KP.

3. Build the capacity of partners to conduct trainings with Police resulting in attitudinal changes and better services to women and girl survivors of GBV.

D. Timeframe

9 months from 1 June 2015 – 28 February 2016

E. Expected Competencies

 The successful partner will be expected to have: 

1. In-depth understanding of GBV issues and overall socio-political and cultural context of the two provinces (Sindh and KP)

2. 8-10 years of proven experience of designing and conducting training with Police and other government institutions

3. Experience on the overall management of similar assignments and the production of final reports.
