Specific Responsibilities:

 

Program Management:

  • Planning, implementation, monitoring and management of Quality & Accountability Program and Capacity Institutionalization Project (CIP) activities at national, sub-regional and regional level.
  • Explore funding opportunities and developing proposals to raise funds for the sustainability of Q&A related capacity building and CIP activities at sub-regional and regional level.
  • Identifying short and long term support opportunities.
  • Develop partner’s contracts and agreements for short term projects.
  • Supervise other team members and lead the team during absence of Program Coordinator.

 

Training Management & Facilitation as a Trainer:

  • Take lead in managing Q&A and CIP trainings on Project Management, Project Designing, M&E, etc.
  • Plan and conduct Q&A and CIP orientations, trainings and workshops (including Sphere, HAP, Project Management) in local languages and English.
  • Coordinate with other resource persons (if any) for planning and smooth implementation of the trainings.
  • Develop training modules, session plans, manuals and promotional materials.

 

Documentation:

  • Ensure strong documentation and timely reporting of short-term & long-term projects. Write training reports, progress reports, lessons learnt documentation and other program related documentation when required.
  • Supervise team members in managing Program data in both soft and hard copies in a timely manner.

 

Networking, Coordination & Advocacy:

  • Build strong and long-term relationship with training participants.
  • Identify potential contacts with I/NGOs and UN bodies, and develop relationship with them.
  • Conduct meetings to introduce the trainings; follow advocacy and lobbying activities related to Q&A initiatives with all potential stakeholders to raise awareness on standards and principles of Q&A; and expand network.
  • Networking and coordination with partners and other Q&A stakeholders such as CHS; Sphere and the companion standards; NGOs, INGOs, UN and Govt officials; attend UN cluster meetings and other forums (like ALWG, PHF, NHN) when required.
  • Coordinating with other projects and departments of the organization for Q&A related activities, its compliance and implementation as per their requirement.
  • Representing the organization and increase visibility of program initiatives at national, sub-regional and regional level.

  

Job specifications:

 

Qualification/Experience:

  • For the post of Senior Program Officer  a degree from university and 4-5 years experience in capacity building program; Experience in Quality & Accountability Standards; and project management especially in disaster management/capacity building program will be an added advantage.

Skills/Competencies: 

  • Sound knowledge of Q & A initiatives (specifically CHS, HAP and Sphere) and Project Cycle Management.
  • Familiar with the use of Sphere, HAP and CHS, particularly using them in project cycle management.
  • Good training and facilitation skills in Urdu, English and other local languages.
  • Be able to work independently, ability to take initiatives, decision making.          
  • Ability to represent the organization at various levels in-country and at regional-international levels.
  • Committed and motivated to promote quality and accountability using creative approaches aside training.
  • Willing to accept feedbacks and document lessons learned for continuous improvement.
  • Ability to travel in-country, sub-region and the region as and when required.
  • Excellent command of English and Urdu are essential.
  • The Senior Program Officer must be tolerant and sensitive to needs of religious and ethnic minorities, women and the poor.
  • In the absence of the supervisors, Senior Program Officer must have the confidence, initiative, patience and integrity to work independently.
  • The Senior Program Officer is required to follow Organization Accountability Framework and its commitment to the Codes of Conduct practiced by the organization. The Senior Program Officer will ensure his/her commitment to the organization mission and values and for working in accordance to his/her job expectations.
