Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

Position Summary: The Senior M&E Manager will have the primary responsibility for developing technical and analytical capacity of the entire M&E Section of the programme located at the head office, provincial and district levels. The Senior M&E Manager will oversee the entire M&E section of the programme, will be based in the project’s Head Office in Islamabad and will be supported by a team of M&E professionals. He/she will be guided in his/her duties by the International M&E Specialist of the project.

 

Specific duties and responsibilities include but are not limited to: 

  • The Senior M&E Manager will support the International M&E Specialist in the process of the development of all necessary tools and instruments for data collection
  • The Senior M&E Manager will be responsible for developing and implementing a management information system (MIS) to provide information on the effectiveness and efficiency of the process of construction and rehabilitation, capacity and participation of school management committees, and the process of change within key education indicators including enrolment, retention, transition and the learning environment
  • The Senior M&E Manager will play the lead role in the analysis of data and dissemination of findings to all key stakeholders
  • The Senior M&E Manager will closely liaise with the implementing partners and the provincial education departments and provide necessary technical support to their M&E staff with the support of the Provincial M&E Managers
  • The Senior M&E Manager will support the implementation of the project through the provision of timely information and reports to aid decision-making by the senior management of the programme
  • The Senior M&E Manager will supervise the carrying out of ad-hoc research or evaluation studies as the need may arise
  • In terms of M&E, the Senior M&E Manager will support Third Party Audits, Third Party Evaluations and the Annual Reviews of the project conducted by the donor.
  • Ensure that all personnel recruited in the M&E Section have the necessary skills (including language skills), knowledge and background to fulfil their roles
  • With the support of the capacity building experts in the project, identify the capacity building needs of programme’s staff who have M&E responsibilities
  • Organise trainings or on-the-job mentoring for M&E staff of the district, provincial and head office level so that they are equipped with the necessary analytical skills, technical capacity and abilities to carry out their functions smoothly and expertly
  • Ensure the implementation and maintenance of a national M&E system, which provides reliable data on (1) the impact of programme interventions, (2) the quality, efficiency and effectiveness of programme activities, and (3) the quality, effectiveness and efficiency of programme management processes
  • Ensure that all M&E data, including research, programme activity monitoring, and other necessary information flows to a single central repository where it can be indexed and easily accessed
  • Supervise and guide the work of the contracted IT firm tasked with developing and maintaining the M&E database
  • Produce tailored reports for senior management, donor and provincial governments when required
  • Undertake periodic visits to project sites to physically monitor implementation. Based on such visits, prepare field reports with points for action, and share with district, provincial and head office staff and project partners
  • Conduct regular M&E data review meetings in each province and at the national level, to inform and improve programme planning and implementation. Such meetings will include programme management, M&E staff at district and provincial levels, project partners and relevant government counterparts
  • Following such reviews, prepare a list of recommendations for approval and action by management, government and donor
  • Commission the conducting of research or special studies focusing on important aspects of programme implementation
  • Oversee the conducting of focus group discussions at the community level on a sample basis
  • Assist the provincial and district education departments and other partners to develop their M&E systems that are compatible with the programme M&E plan
  • On an annual basis, in consultation with other component project partners and donor, undertake a review of the project’s logical framework and M&E plan and modify as necessary. Update the M&E plan document accordingly
  • Any other M&E related duties as assigned by programme management from time to time.

 

Required Skills and Qualifications:

 

  • At least 12 years of progressively senior management experience in M&E including integral knowledge of the logical framework approach and other strategic planning approaches. M&E methods and approaches (including quantitative, qualitative and participatory).
  • Proven experience of planning and implementation of M&E systems.
  • Training in M&E development and implementation;
  • Excellent English speaking and report writing skills
  • A solid understanding of grassroots development, with a focus on participatory processes, joint management, and gender issues.
  • Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management.
  • Excellent skills in editing of documents in English and Urdu.
  • Excellent knowledge of the common applications of the MS Office suite.
  • Willingness to undertake regular field visits.
  • Preferred knowledge of statistical software packages
  • Previous experience of working with the provincial governments
  • Previous experience of working in the education sector
