Position Title: Technical Advisor – Livestock

BACKGROUND: CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation.
CRS has been working on Drought Mitigation in Tharparkar District since 2004. The Drought Mitigation project has focused on improving household and community resilience to drought through water infrastructure, water efficiency for multiple purposes, Natural Resource Management (NRM), improved agricultural productivity, and improved livestock health and productivity. CRS main office is located in Islamabad with sub-offices in Sukkur- Sindh Province, Besham- KPK Province and Quetta (Baluchistan Province).
Currently, CRS is preparing to initiate a new, six month project that will build on CRS previous experience to support improved resilience for drought-affected communities and households in Tharparkar. This project will focus on livestock productivity, including immediate response to the current severe drought and improving mitigation and coping strategies for future droughts. CRS hopes to secure continued funding for disaster risk management in the future.
JOB SUMMARY: The Technical Advisor for Livestock will be responsible for promoting the design, implementation, and monitoring and evaluation (M&E) of low-cost and high-impact interventions to improve livestock productivity in drought-affected communities in Tharparkar. They are also responsible for building CRS and partner staff capacity to deliver technically sound, high quality livestock programming including trainings, monitoring visits, strengthening government linkages and veterinary services.
FUNCTIONAL RESPONSIBILITES
Project Planning
 Knowledge of and ability to articulate CRS Drought Mitigation Projects’ main goals and objectives.
 Participate and assist in the coordination of assessments aimed at identifying project sites, activities, and participants.
 Contribute to the development and revision of Detailed Implementation Plans (DIP).
Project Design and Implementation
 Visit target communities to identify potential low-cost, high impact behaviors and interventions for improving livestock productivity.
 Ensure material quality and quantity of feed and fodder prior to distribution.
 Develop curricula for livestock management and rangeland management trainings emphasizing key area-specific practices and promoting drought-efficient mitigation and coping strategies.
 Design pictorial handouts and informational pieces to support beneficiary knowledge transfer and behavior uptake, especially among a largely illiterate population.
 Lead the development of methods for evaluating the impact of selected interventions and identifying strengths and weaknesses in technical design, CRS and partner implementation, or community replication.
 Based on evaluation and implementation experience, propose possible changes to the intervention or ways to improve upon existing strategies.
 Strengthen links between poor livestock farmers and local, market-based service providers.
 Develop and maintain positive relationships with partner, and project participants community leaders, other community members and relevant line ministry staff.
Monitoring and Evaluation of Project
 Support the development of tools for tracking improvements to livestock productivity.
 Support gathering and analysis of data relevant to livestock productivity.
 Lead the development of manuals or lessons-learned documentation based on project interventions and achievements relevant to livestock productivity.
Capacity- Strengthening
 Work directly with partner technical staff and social mobilization staff to improve their knowledge and understanding of drought-efficient livestock and rangeland management practices.
 Communicate observations and technical recommendations to CRS management staff.
 Liaise with relevant government ministries to share information and strategies, and coordinate activities.
 Develop and maintain positive relationships with key stakeholders, and explore opportunities for new partnerships and cooperation with other actors, including government officials, other NGOs, service providers and vendors across the three districts.
Emergency Response: As CRS/Pakistan responds to humanitarian disasters and emergencies, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Qualifications:
 Advanced degree in the field of animal husbandry/livestock management, agriculture or natural resource management
 At least five combined years of field experience, mobilizing and working with communities with an international NGO or UN agency
 Experience using a participatory approach to community development
 Excellent Sindhi speaking and writing ability
 Excellent English speaking and writing ability
 Speaking and writing ability in other indigenous languages of Tharparkar preferred
 Strong computer skills (MS Word, Excel, Outlook and Power Point).
 Willingness to spend at least 50% of time working in remote villages throughout Tharparkar. Previous experience with local community development in Tharparkar, Umerkot, Khairpur, Sanghar or other district in Southern Sindh preferred.
