BACKGROUND: CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation.
CRS has been working on Drought Mitigation in Tharparkar District since 2004. The Drought Mitigation project has focused on improving household and community resilience to drought through water infrastructure, water efficiency for multiple purposes, Natural Resource Management (NRM), improved agricultural productivity, and improved livestock health and productivity. CRS main office is located in Islamabad with sub-offices in Sukkur- Sindh Province, Besham- KPK Province and Quetta (Baluchistan Province).
Currently, CRS is preparing to initiate a new, six month project that will build on CRS previous experience to support improved resilience for drought-affected communities and households in Tharparkar. This project will focus on livestock productivity, including immediate response to the current severe drought and improving mitigation and coping strategies for future droughts. CRS hopes to secure continued funding for disaster risk management in Tharparkar in the future.
JOB SUMMARY: The Field Engineer will be responsible for designing, conducting and overseeing water usage mapping, construction and repairs of rainwater harvesting structures, operation and maintenance (O&M) training for communities, and verification of technically sound completed structures.
FUNCTIONAL RESPONSIBILITES
Project Planning
 Knowledge of and ability to articulate CRS Drought Mitigation Projects’ main goals and objectives.
 Participate and assist in the coordination of assessments aimed at identifying project sites, activities, and participants.
 Contribute to the development and revisions of Detailed Implementation Plans (DIP).
Project Design and Implementation
 Visit target communities to identify potential low-cost, high impact rainwater harvesting structures and interventions for improving access to water for livestock.
 Conduct water mapping exercises with communities to identify opportunities and constraints on water access.
 Prioritize infrastructure schemes through a participatory approach in the community.
 Develop infrastructure plans and BOQs with participation and input from the community.
 Initiate procurement and ensure quality for any construction materials needed.
 Identify labor roles for unskilled and skilled laborers, and recruit community members to fill those roles according to eligibility criteria.
 Monitor labor and construction for timely and quality completion of infrastructure.
 Ensure equitable and fair distribution of cash-for-work tasks and inclusion of vulnerable individuals and households.
 Verify project progress against performance indicators.
 Conduct any other programming responsibility delegated by the Base Manager.
Report Writing and Administrative Tasks:
 Write daily field reports and weekly reports.
 Contribute to monthly and quarterly program reports.
 Support partner report writing.
 Document success stories in the field.
 Communicate any changes, challenges or successes in the field to the Base Manager.
 Track labor and participation for Cash for Work.
 Maintain timesheets.
 Maintain and update all Drought Mitigation project-related records.
Emergency Response: As CRS/Pakistan responds to humanitarian disasters and emergencies, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Internal: Base Manager, Project Officers, Emergency Coordinator, MEAL Officer, Head of Programming
External: Partner engineer staff, social mobilization staff, MEAL staff, project participants, community leaders and other community members, NGOs and other local stakeholders

Qualifications:
 Bachelor’s degree in engineering, hydrology, geology, or related field, master’s degree preferred
 Minimum two years of engineering experience on similar position in relief and development organization, preferably in INGO
 Experience working in a participatory, community-based project
 Experience working on cash-for-work programming
 Experience developing BOQs and work plans
 Competency with computers (Microsoft Word, Excel, PowerPoint, Outlook, Internet Explorer)
 Familiarity with AutoCAD preferred

 Excellent inter-personal skills
 Proactive and self-motivated approach to work, with an enthusiasm for learning and openness to adapting
 Willingness to spend 80% of time in the field
 Physically fit, able to go to remote villages for more than 4 hours under harsh conditions
 Ready to travel to remote areas of Pakistan for extended periods as well as travel domestically upon short notice
 Strong communication skills
 Fluency in Sindhi and other local relevant language in Tharparkar
 Able to communicate in spoken and written English
