BACKGROUND: CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation.
CRS has been working on Drought Mitigation in Tharparkar District since 2004. The Drought Mitigation project has focused on improving household and community resilience to drought through water infrastructure, water efficiency for multiple purposes, Natural Resource Management (NRM), improved agricultural productivity, and improved livestock health and productivity.
Currently, CRS is preparing to initiate a new, six month project that will build on CRS previous experience to support improved resilience for drought-affected communities and households in Tharparkar. This project will focus on livestock productivity, including immediate response to the current severe drought and improving mitigation and coping strategies for future droughts. CRS hopes to secure continued funding for disaster risk management in the future.
JOB SUMMARY:. The Base Manager in Mithi will work closely with and directly supervise a dynamic team and will be responsible for efficiency and accountability of the programing and support units and general management of the Mithi office. S/he will provide leadership in the management of the office, with particular emphasis on program management as well as management quality issues. S/he will provide support to the livelihoods project operating in Mithi. In addition the Base Manager will be the senior CRS staff member in Mithi overseeing the direct implementation of the OFDA Drought Mitigation Project. S/he will work closely with the CRS Islamabad based Head of Programs and Head of Operations to build management systems and ensure that the program is carried out at the highest standards of quality. S/he will hold an important representation and coordination role for CRS with partners in Government agencies and the communities’. Particular emphasis will also be placed on developing the professional capacity of local staff, promoting leadership and management roles for women, and partnership development.

FUNCTIONAL RESPONSIBILITES
Program Support
 Directly supervise and provide effective support to the Livelihoods MEAL Senior Project Officer and Drought Project Officer and ensure accountable, high quality programming.
 Ensure that all Detailed Implementation Plans (DIPs) are being followed and updated.
 Provide professional guidance and supervision to the MEAL Senior Project Officer and Drought Project Officer and assist in developing weekly plans for them.
 Build a strong and effective communication and coordination bridge/link between program and support units.
 Coordinate with Livelihood Program Manager regarding progress of the project.
 Represent CRS at government meetings along with to ensure continued government support for CRS program implementation in Mithi.
 Support Project Officers to manage the project budget responsibly, including preparation of accurate monthly projections and advance requests.

Administrative Support i.e. Procurement, Finance, HR and Operations
 Provide guidance/leadership in making systems efficient and transparent, create an overall supportive environment, and ensure effective and cost-efficient management of all pooled budgets.
 Provide direct supervision to the Office and Administrative Officer and Finance Officer and oversee the daily management of the Mithi office to ensure the integrity of the administrative systems and procedures to assure compliance with accepted CRS standards.
 Ensure the timely recruitment of highly qualified staff, in adherence with CRS recruitment policies and procedures.
 Oversee implementation of daily financial management activities/systems in CRS Mithi to ensure accountability and transparency of office funds and assets/supplies.
 Review the CP’s policies and procedures and recommend changes as appropriate.
 Ensure compliance with Government of Pakistan rules and regulations including issues of taxation and reporting.
 Ensure that accurate and up-to-date inventory reports are prepared and submitted to the CP each quarter.
 Appraise work performance of subordinates and oversee their professional development
 Ensure that CRS procurement policy is being followed in order to adhere to CRS global standards of procurement.
 Work with Islamabad IT Manager to ensure that IT system in the Mithi Office is working properly.

Supervision and Capacity Building
 Direct supervision of CRS/Mithi Porhram and operations staff
 Ensure job descriptions of supervisees are up to date and responsibilities and performance expectations are clearly communicated.
 Appraise work performance of subordinates and oversee their professional development
 Support Project Officer and MEAL Officers to develop monthly work plans that are in line with the DIP or yearly work plan.
 Ensure the consistently high performance of reports by providing direction and coaching as and when needed, though formal coaching as well as frequent informal discussions and feedback.
 Ensure that direct and next-level reports are supported in their professional development, by identifying and addressing collective areas of capacity building and by supporting the implementation of individual development plans.
 Ensure that supervisors provide high quality supervision, guidance and coaching to their direct reports, and that they receive whatever support or training they need to do so.

Security
 Work closely with the Quetta based Security Coordinator to coordinate security efforts and ensure that CRS facilities and staff are well prepared and risks are minimal
 Manage security briefings and clearance for staff travelling inside and outside of Mithi.
Confidentiality:
 Keep all documents and information related to CRS’ program activities, personnel and development plans confidential.
 Adhere to CRS’ principles of confidentiality in relations to staff, partners, vendors and other stakeholders. Report to the management potential irregularities or any misbehavior that occurs.

KEY WORKING RELATIONSHIPS:
Internal: Head of Office/ Operations, Livelihoods Program Manager, Office and Administrative Officer, Finance Officer, MEAL Senior Officer.
External: Government ministries, NGO partners, and donors occasionally.

MINIMUM REQUIREMENT:
 Advanced University degree in Business Administration
 Fluency in English, Urdu and Sindhi is mandatory for this position.
 Minimum 3 to 5 years relevant work experience, preferably with an International NGO, with at least 2 of these years in project management, finance and administration.
 Excellent computer skills, including MS software: Word and Excel, and Outlook.
 Excellent partnership and team-building skills and the ability to interact well with staff, collaborating agencies, government departments and local partners.
 Ability to work effectively with a team.
 Excellent communication, coaching and negotiation skills, appropriate leadership and management skills and adept problem solving skills.
