Relevant Experience:

  • BSC in civil engineering.
  • 3-4 years extensive experience in rural development infrastructures activities.
  • Practical experience in the field of community infrastructure planning, designing and implementation.
  • Experience in government infrastructure rehabilitation preferable.
  • Excellent communication and negotiation skills.
  • Ability to work under extreme pressure, in difficult conditions while maintaining security awareness. 
  • Ability to work effectively with colleagues from varied cultures and professional backgrounds.
  • Knowledge of English, Urdu, and Pashtu, or any other languages spoken in the region.

Job Description:

  • Manage technical and engineering components related to PTI project implementation in the assigned region,
  • Design architectural and structural drawings, as well as create bills of quantity, material specifications lists, and other technical documentation related to design, cost estimation and implementation of the infrastructure grants.
  • Responsible for implementation and supervision of the work at site.
  • Monitor the quality and quantity of the work and material used at site and ensure completion of the grants with in the budget and time.
  • Maintain working relationships with local, district, provincial and regional governmental authorities, on coordination with DDOs.
  • Assist in facilitating DDO activities that assist government authorities to liaise with community leaders, individuals and groups to identify, prioritize and implement infrastructure projects that meet community needs.  This includes attending Community Consensus Jirgas to identify, locate, and prioritize specific grant activities.
  • Prepare Terms of Reference (TORs) for contracts, participate in bidding process, and assist the procurement staff/ADOs and DDOs in the bidding process and the negotiation of contracts or agreements with contractors.
  • Prepare and verify invoices for the work done at site.
  • Engage in the administration of grants.
  • Track financial expenditures of specific grant funds in areas of responsibility.
  • Monitor and summarize reports of Field Engineers on a weekly basis based on their log books, visit grant sites to confirm milestone completion, address quality concerns with Field Engineer.
  • Provide regular written and oral reports regarding the status of projects to the Program Engineer.
  • Prepare cost and time amendments to grants, as required for additional work; prepare associated BOQs.
  • Prepare and summit grant wise detailed weekly progress reports to the manager and head office.
  • Maintain electronic and paper records in accordance with program standards.
  • Additional duties as assigned.
