Context:                     

CRS Pakistan started its operations in 1954 and is working in areas of education, livelihoods, protection, as well as emergency response and recovery, disaster preparedness and mitigation.

 

After the monsoon rains in July / August 2010 resulted in flooding in Pakistan, including northern Sindh, CRS Pakistan has worked in emergency response and recovery in Jacobabad and Kashmore Districts. CRS continued to support communities after the 2012 and 2013 floods as well in these two districts, including for the implementation of WASH and other reconstruction activities relating to hygiene behavior and community practices and hygiene promotion. In 2013, CRS also started an Education project in northern Sindh, working on quality education for primary school students. At this time, CRS Pakistan will now start a 21-month WASH in schools project which is an integrated WASH and Education project that will serve 36 schools in Kashmore District.

 

Core objective of this position is to work with the CRS Education team in District Kashmore to implement the quality education activities in schools with teachers, to work closely with the School Management Committees for effective school management, to support Mothers’ Groups as active participants in encouraging education, and also to coordinate with other community stakeholders about the importance of education. This position requires very close coordination with the local partner organization implementing the Education activities with CRS, as well as with the CRS WASH team who will be conducting WASH activities for this integrated project.

 

Primary Responsibilities: 

Work with the Senior Project Officer Education, partner staff and government staff in the implementation of education rehabilitation activities. This includes initial assessments, project design, partner monitoring and project monitoring, beneficiary selection and registration, community mobilization, implementation, monitoring and evaluation of program activities, coordination, and reporting.

 

Key Responsibilities:

  • Support Education implementing partner in the integrated Quality Education and WASH project design, implementation and monitoring
  • Mobilize and involve communities, school administration & education department to ensure community ownership of projects
  • Design appropriate assessment tools to identify and respond to education needs
  • Establish, identify and train school management committees (SMCs)
  • Provide regular feedback to implementing partners, communities, school, monitoring visits
  • Ensure proper project tracking and record keeping
  • Ensure timely completion of project activities
  • Compile project reports highlighting project impact against indicators
  • Ensure capacity building of counterpart and all members of team
  • Ensure compliance with CRS standard operating procedures to guarantee accountability throughout the implementation process
  • Ensure participation and involvement of the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way
  • As delegated by the Senior Project Officer, liaise with equivalent project staff in other locations to ensure sharing of lessons learned, tools and systems
  • Participate in proposal development as opportunities arise
      • Conduct any other programming responsibility delegated by the Senior Project Officer

         

Emergency Response:

As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

 

Key Working Relationships: 

Internal:  All Education Project Staff, WASH SPO and POs, Deputy Head of Programs for Northern Sindh, and Sukkur Office Finance, Logistics and Admin Departments

 

External:  Implementing partner staff, School Management Committees, Mother’s Groups, school teachers, primary and secondary school students, community members, the Education Department

 

Professional Skills:

  • BA in education or environmental health or international development and/or social works with experience in education projects or equivalent degree
  • Professional experience in formal & non formal education  program, including hygiene promotion in schools experience
  • Proven experience in gender based and participatory approaches to development
  • Flexibility; ability to work as a team in a multicultural context
  • Excellent communication and inter-personal skills
  • Computer skills in Microsoft (Microsoft  word and excel) office

 

Personal Skills:

  • Experience in training and providing technical support to partners/communities
  • Excellent English and Urdu written and oral communication skills,
  • Knowledge of Sindhi required (Balochi and Siraiki a plus)
  • Strong team building and management skills
  • Willingness to spend 90% of time in the field
  • Physically fit, able to go to remote villages for 4 hours.
