Context:                     

CRS Pakistan started its operations in 1954 and is working in areas of education, livelihoods, protection, as well as emergency response and recovery, disaster preparedness and mitigation.

 

After the monsoon rains in July / August 2010 resulted in flooding in Pakistan, including northern Sindh, CRS Pakistan has worked in emergency response and recovery in Jacobabad and Kashmore Districts. CRS continued to support communities after the 2012 and 2013 floods as well in these two districts, including for the implementation of WASH and other reconstruction activities relating to hygiene behavior and community practices and hygiene promotion. In 2013, CRS also started an Education project in northern Sindh, working on quality education for primary school students. At this time, CRS Pakistan will now start a 21-month WASH in schools project which is an integrated WASH and Education project that will serve 36 schools in Kashmore District.

 

Core objective of this position is to work with the CRS WASH team in District Kashmore to implement the water and sanitation infrastructure rehabilitation activities in schools, to ensure that the School Management Committees and other key stakeholders have the skills and knowledge to maintain the facilities, and to conduct hygiene promotion activities in the schools. This position requires very close coordination with the local partner organization implementing the WASH activities with CRS, as well as with the CRS Education team (especially the Education Senior Project Officer) who will be conducting quality education activities for this integrated project.

 

Primary Responsibilities: 

Work with the WASH Program Manager, Project Coordinator, the CRS WASH POs for hygiene promotion, the water quality PO, and the field engineers, as well as the partner WASH staff for the implementation of WASH in schools activities. This includes hygiene promotion project design; setting and creating a clear procedure of water quality tests and addressing of recommendations; program support with water and sanitation facility rehabilitation and slow-sand filtration installation school selection; school management committees, teachers and mothers’ groups trainings; partner monitoring and project monitoring; monitoring and evaluation of program activities; coordination; and reporting. Furthermore, this position will require field planning coordination and monitoring and evaluation coordination with the Education Senior Project Officer to ensure integrated project target achievements.

 

Key Responsibilities:

  • Support CRS and implementing partner staff in water, sanitation and hygiene project design, implementation and monitoring
  • Ensure timely completion of project activities
  • Ensure sustainability and ownership of projects by schools’ stakeholders by ensuring effective mobilization and involvement of key stakeholders in all stages of the project by CRS and partner staff
  • Encourage and strengthen the capacity of CRS and partner staff (HPs, FEs and WQ teams) to ensure schools’ capacity in all types of interventions proposed
  • Support staff in the training of School Management Committees (SMCs) to maintain water and sanitation facilities
  • Support staff in the training of SMCs, teachers, and Mothers’ Groups on hygiene promotion activities
  • Utilize water quality assessments, test and monitoring results to ensure project success with staff in their respective geographic areas of assignment
  • Provide regular feedback to CRS and partner staff  (thereby ensuring staff communicating these results with communities) of the results and findings of water quality testing and monitoring
  • Compile project reports highlighting project impact against indicators
  • Ensure proper project tracking, record keeping and filing
  • Support Project Coordinator in identifying potential project growth, partner and staff capacity building areas and needs
  • Support Project Coordinator and other staff in project design and proposal writing, donor/partner and staff visits to project areas
  • Ensure partner capacity to develop monthly financial reports to CRS finance
  • Ensure compliance with CRS standard operating procedures to guarantee accountability throughout the implementation process
  • Ensure participation and involvement of the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way
  • Attend District level coordination meetings and ensure close coordination and collaboration with government and agencies working in the district (UN, local and INGOs)
      • Conduct any other programming responsibility delegated by the Project Coordinator

         

Emergency Response:

As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

 

Key Working Relationships: 

Internal:  All WASH Project Staff from Program Manager to field staff (POs HP, WQ PO, FE), Education SPO and POs, Deputy Head of Programs for Northern Sindh, and Sukkur Office Finance, Logistics and Admin Departments

 

External:  Implementing partner staff, School Management Committees, teachers, primary and secondary school students, community members, local government, other WASH (I)NGO actors

 

Professional Skills:

  • BA in public and/or environmental health or international development and/or social works with experience in Water, Sanitation and Hygiene projects or equivalent degree
  • Professional experience in Water, Sanitation and Hygiene Promotion activities, especially with primary and secondary school students
  • Proven experience in gender based and participatory approaches to development
  • Emergency project experience preferred
  • Flexibility; ability to work as a team in a multicultural context
  • Excellent communication and inter-personal skills
  • Computer skills in Microsoft (Microsoft  word and excel) office
  • Supervisory and coordination/collaboration skills essential

 

Personal Skills:

  • Experience in training and providing technical support to partners/communities
  • Excellent English and Urdu written and oral communication skills,
  • Knowledge of Sindhi required (Balochi and Siraiki a plus0
  • Strong team building and management skills
  • Willingness to spend 75% of time in the field
  • Physically fit, able to go to remote villages for 4 hours
