 Objective of the Programme:

AAWAZ is a 5 year cutting edge, flagship programme in Voice and accountability. Funded by UK Department for International Development this community and gender focused programme works with a number of eminent NGOs including the Aurat Foundation; South Asia Partnership, Pakistan (SAP-PK), the Strengthening Participatory Organisation (SPO) and Sungi Development Foundation.  The programme aims to facilitating linkages between the State and Government of Pakistan and its citizens by creating awareness amongst the population whilst giving citizens and communities the skills to bring about change; resulting in a State and Government that is more receptive to citizens’ demands.

AAWAZ is managed by DAI as the Management Organisation (MO) and is implemented through rights-based civil society organisations working in the two districts of Khyber Pakhtunkhwa and Punjab. 

The four key outputs of AAWAZ are:

  1. Empowering women to give them a political voice to participate safely in politics without the fear of violence
  2. Enhancing the capacity of the citizens and communities to resolve disputes peacefully and inclusively
  3. Building capacities of citizens to agree solutions together to make effective demands
  4. Building evidence to change laws, attitudes and behaviours through different means

The programme views democracy through a gender lens, and intends to contribute to women’s political empowerment, resolution of conflicts across the communities that it works with, and better public service delivery in the areas of health and education through informed and active engagement of citizens. AAWAZ places strategic emphasis on tackling violence against women and girls.

DFID, DAI and the AAWAZ implementing partner organisations (IPOs) are all committed to ensuring maximum participation of women in public life and decision-making – at household, community and institutional levels. The Gender Adviser is expected to work closely with the implementing partner organisations and across the MO to provide technical support and advice to ensure that all programming promotes this agenda. In collaboration with the implementing partners, s/he will create strategic partnerships and support IPOs on the compilation, analysis and interpretation of data and programme results, ensuring data integrity and quality in this regard.

Scope of Work:

Reporting to the Deputy Team Leader (Technical)/Head of Programmes, the Gender Advisor will lead the implementation of Aawaz’ gender strategy. In particular, s/he will provide specific advice and technical support on issues of women’s political participation, women’s involvement in dispute resolution and on violence against women and girls. 

This position will be supported by a Programme Specialist and will have access to a pool of short term technical advisers.

 

  • Provide systematic gender advisory support across the programme’s portfolio to the MO and IPOs
  • Act as a thought leader across the MO and IPOs with regard to the gender dimensions of AAWAZ’ programme objectives
  • In collaboration with the IPOs leadership, identify training needs for IPO personnel on gender
  • Commission or conduct research and training as appropriate with regard to the gender dimensions of the AAWAZ programme objectives
  • Act as focal point with DFID and other programmes on gender issues
  • Keep all members of the MO and IPO teams up-to-date with developments on tackling violence against women and girls
  • Support the monitoring, learning and evaluation capacity within the MO and IPOs to ensure that data is gathered, analysed and used to promote gender equality
  • Contribute to gendered knowledge management and collaborate with Programme, Strategic Learning and Communication units for informing programming decisions;
  • Design appropriate programming tools and frameworks to ensure that the programme is able effectively to tackle violence against women and girls
  • Design appropriate programming tools and frameworks to improve the programme’s focus on women’s participation in decision-making, including conflict management and dispute resolution
  • Incorporate learning from field and assist Head of Programme (s) and Team Leader to respond to the emerging needs of the programme
  • Report as required in writing and verbally to the Deputy Team Leader (Technical) / Head of Programmes
  • Manage consultants, interns and trainees as appropriate

 Requirements:

At least eight (8) years’ progressively senior experience in providing advisory support across complex development programmes in Pakistan or a similar context

  • Demonstrated conflict-sensitivity
  • Provable knowledge regarding gender, conflict, dispute resolution and women’s political participation and demonstrable experience in putting this knowledge into practice
  • Proven ability to think analytically and conceptually and to put this into practice
  • Proven track record in working at community as well as policy level to promote gender equality
  • Proven competence in integrating gender into data-collection, monitoring and evaluation
  • Proven track record in tackling violence against women and girls in Pakistan or a similar context
  • Demonstrated ability to identify training needs and to provide training and mentoring to a range of personnel
  • Proven track record conducting and commissioning research on gender issues
  • Experience of working in a multi-cultural team
  • Proven ability to build networks and form strong partnerships
  • Experience of managing a team and working with DFID or a similar donor (desirable)
  • Experience of managing budgets (desirable)
  • Fluency in written and spoken English with the ability to write to publication standard
  • Fluency in spoken Urdu and Punjabi/Pashto

Education:

Advanced University Degree in relevant subject (e.g. gender studies, human rights, law, development, international relations)

Project Location: Islamabad, Pakistan, with frequent travel to KP and Punjab
