General Position Background & Description:

USAID Power Distribution Program (PDP) is assisting the MWP, the National Electric Power Regulatory Authority (NEPRA) and the DISCOs with technical support that will enable design of fully cost reflective tariffs aligned to cost of service determined for each class of customer, reduce the need for government subsidies and will lead to shorter & simpler tariff determination process making multi-year tariff determinations possible.

Currently we are looking for a Senior Advisor to join PDP Cost of Service Team that is currently engaged in carrying out Cost of Service (CoS) studies in five (5) DISCOs (PESCO, TESCO, QESCO, HESCO and SEPCO as well as perform tariff process review and other assistance work for NEPRA.

Relevant Experience:

Candidates interested in the position must be an MBA/Chartered Accountant/Professional Management Accountant, with minimum 15 years progressive experience of working with national and international power distribution utilities, interactional donor organizations and consulting firms of high repute at a senior level. Prior experience of working on USAID funded programs in the Pakistan Power Sector is desirable. He should have completed cost of service and tariff studies for power distribution companies, hands on experience of developing cost of service models, thorough understanding of the Pakistan Power Sector issues and ability of writing quality reports.

Job Description:

Senior Advisor Cost of Service & Tariffs will provide the following technical assistance:

  1. Liaise with DISCOs to coordinate data collection and data analysis;
  2. Oversight of installation of AMR meters at transformer level for load profiling, analysis of load data to develop cost allocation references to form the basis of cost assignment to each customer class.
  3. Interact with other functional areas of PDP to provide support on interventions relation to Performance management, commercial loss reduction and Human Resource management.
  4. Represent CoS teams in all meetings etc. regarding different issues related to AMR meters
  5. Procurement and installation;
  6. Provide guidance and hands on support for upgrading/customization of Cost of service model for each DISCO, analyze and review the results of cost of service studies and suggest the rational tariff design options. Take part in external meetings and presentations on Cost of Service Study and related issues;
  7. Provide training to NEPRA/DISCO professionals on various areas but not limited to Cost of Service, Performance Benchmarking, Strategic Planning, Balance Score Card development and implementation.
  8. Provide other assistance as needed regarding Cost of Service work such as but not limited to preparation of user manuals and Close-Out Reports for nine DISCOs.
