Terms of reference for the CBDRM Training Module Development and Training of Trainer (ToT)

Introduction:

IDEA is a national organizations working in joint venture with LASOONA on Inclusive CBDRM Project in four union councils of Tehsil Behrain. An important activity is to train community trainers who will further replicate it at community level. The District DRR working group will be consulted to identify Trainer from government department, community and civil society organizations. In total 10 trainers will be selected for ToT. 

 

Objectives:

 

-          To identify material on CBDRM/CBDRR and develop CBDRM training Module which are context specific to KP and inline with PDMA KP.

-          To improve recipient’s knowledge and understanding on CBDRM/CBDRR Module,

-          To enable community trainer to replicate training contents and tools at community level.

 

Description of activities, Outputs& Results and time:

  • The total period of this activity would be 40 days starting from 1st October and closing on 10th November 2014.
  • The consultant shall review and consolidate modules from available material.
  • The resource person shall conduct one training during this time period; each training is composed of eight days

CBDRM/CBDRR training module is consolidated from available materials consisting of the following topics:

  1. Local emerging hazards with the global emerging hazards with climate change
  2. Introduction to CBDRM
  3. Basic Concept of  DRM
  4. Community based Risk Assessment

-          Hazard assessment

-          Vulnerability assessment

-          Capacity assessment

  2. Disaster Management Cycle
  3. Community Based Early Warning System
  4. Fire safety  First aid and S&R
  5. Community and its Role in Disaster Risk Reduction
  6. VDMC & UDMC role in disaster management
  7. Community Based Disaster Risk Management Organization
  8. Participatory planning and community managed implementation
  9. National Disaster Management System in Pakistan
  10. Hyogo Framework for Action 2005-2015 and role of Pakistan as a signatory country of HFA
  11. Progress made by Pakistan until now to achieve these HFA objectives
  12. Role of line departments in disaster management and their engagement
  13. Gender and inclusion of vulnerable groups in CBDRM
  14. Identification of local hazards and basic safety measures at local level
  15. Lesson learnt from recent flood and EQ
  16. TOT skills
  17. Planning for replication of training in the target community
  18. Planning for refresher of the training

Training of the Trainer from community, government departments and civil society organization    

 

 

  • Production of pre and post competency questionnaire implemented to gauge the knowledge of the participants of training,

Content of the Proposal:

The Consultants / Firms are required to submit a detailed Technical and Financial proposals fulfilling following mentioned requirements.

Technical Proposal:

The technical proposal must contain:

1-     Contact person and/or organization name, number, and address

2-     Proven experience in conducting relevant assignments

3-     Experience of working with government and especially with disaster management authorities

4-     Good understandings about DRR policy

5-     Proposed Methodology as per TORs

Financial Proposal:

The Financial proposal must contain:

i) Detailed Budget

The technical and financial proposals (could be sent in both- soft via email and hard via post/courier should be sent in sealed envelope.)
