Creative International seeks qualified Human Resource Information System Consultant for Pakistan Reading Project (PRP), a USAID-funded education project in Pakistan.

PROGRAM BACKGROUND:

Pakistan Reading Project will improve the quality of reading in public and private schools across all of Pakistan; supporting at least 2.5 million additional primary school students to read at all level commensurate with standards at their grade level by the three mutually reinforcing components of teacher education and professional development, systems reform and civil society engagement.

JOB SUMMARY:

As part of the overall goal of improving management of public primary education systems, the Pakistan Reading Project will support provincial/regional governments to develop and institutionalize the Human Resource Information System (HRIS) for Government Departments of Education (DoE). The HRIS will help DoEs understand and manage their human resources pool and needs through a system of tracking the profiles and deployment status of human resources of primary education system from school level up to the district and provincial levels. It will enable decision-makers to optimize the deployment of human resources, planning for continuous professional development (CPD) programs, and associated educational development activities. The system will also contain data on teachers completing their ADE, B.Ed. (Hons.) and new courses designed for reading through the Pakistan Reading Project (e.g. reading basics, reading instruction certifications, and reading specialization).

The purpose of this consultancy is to design a comprehensive web-enabled Human Resource Information System (HRIS) for Government Departments of Education for planning and management of their educational personnel from primary school level to the provincial education personnel level, and associated activities. The system should be cost effective, user friendly, and conform to the functional environment of primary education system of the concerned province/region. It should also support human resource management and decision-making system both at the provincial/regional level and district level.

Objectives

The purpose of this consultancy is to design a comprehensive web-enabled Human Resource Information System (HRIS) for Government Departments of Education for planning and management of their educational personnel from primary school level to the provincial education personnel level, and associated activities. The system should be cost effective, user friendly, and conform to the functional environment of primary education system of the concerned province/region. It should also support human resource management and decision-making system both at the provincial/regional level and district level.

Specific objectives of this Consultancy include:

  • Support to design a system for effective implementation of modern web-enabled HRIS for provincial/regional education departments;
  • Identify variables of HRIS in close collaboration with provincial education departments;
  • Support the development of HRIS data collection tools;
  • Support to design a sustainable mechanism for data collection, data validation, data entry, and data verification to regularly update HRIS database.

Specific deliverables of this Consultancy include:

  • Comparative report of provincial/regional EMIS/HRIS status;
  • Provincial/regional roadmaps for HRIS development;
  • Requirements specification documents for all provinces/regions;
  • HRIS design documents for all provinces/regions;
  • HRIS data collection tools, reporting formats, and design prototypes;
  • HRIS implementation and sustainability strategy document.

RESPONSIBILITIES:

  • Provide technical support to Government Departments of Education to review conceptual framework and provincial/regional Situation Analysis Reports prepared by the project team
  • Basing on Situation Analysis Reports, prepare comparative report of provincial/regional EMIS/HRIS status and requirements.
  • Facilitate national consultative workshop for provincial/regional HRIS taskforces, and develop a roadmap for establishing HRIS in each province/region.
  • In collaboration with Government Departments of Education, determine detailed user requirements for the HRIS of the government education departments at various levels – National, Provincial, District and School.
  • In collaboration with Government Departments of Education, determine various types of reporting content, formats, and frequency of information to be collected, catalogued and stored in the HRIS (e.g. alphanumeric data, location, reports, photographs, videos, etc.).
  • In collaboration with Government Departments of Education, prepare detailed design and other recommendations for establishing the proposed HRIS for each province/region including data collection.
  • Develop design prototypes of HRIS and present to the stakeholders for approval.
  • Provide technical support to Government Departments of Education to develop HRIS data collection tools.
  • Develop strategy for the implementation and sustainability of HRIS at Provincial and National Level.

 

REQUIREMENTS:

Qualifications:

  • Master’s degree from an accredited university in management HR, technology management, education, or related field.

EXPERIENCES:

  • At least 10-12 years’ experience in managing and implementing programs related to management of human resources in developing countries with a particular focus on Human Resources Management System (HRIS) in education sector
  • At least 5 years’ experience of working with EMIS (Education Management Information System) is a must.
  •  Experience with USAID projects is preferred.

SKILLS:

  • Demonstrated exemplary interpersonal skills.
  • Strong communication skill, both verbal and written English and Urdu languages.
  • Demonstrated expertise and experience in designing successful HR system for government organizations is a must.
  • Solid understanding of the Pakistani context, with previous experience in Pakistan is preferred.
