Under the Overall supervision of the Program Manager and the Deputy Program Manager – Program and direct supervision of the Team Leader in the Region the ADO will be responsible for designing, developing, and implementing program activities in the area. The ADO will be responsible for the following specific duties.

  • Advise senior management on programmatic strategy, including where to focus program resources, how to develop operational relationships with the local government counterparts, and how to address programmatic challenges as they arise.
  • Manage relationships with relevant stakeholders, including but not limited to Government departments at the region and local levels, community and tribal elders, and local organizations and communities.
  • Monitor and report on the rapidly changing environment and actively contribute to the Program’s overall strategy, design and implementation.
  • Establish and oversee consultative processes between GOP structures and target communities to identify, recommend, design, and develop projects for funding.
  • Identify potential communities, and provide and/or arrange for technical assistance to them as required.
  • Ensure the successful implementation of project activities, including planning and the transparent procurement of grant-related goods and services. Successful implementation should include on-going consultative processes, and government and community involvement in all phases.
  • Use the Program’s Activity Database for grant development, tracking, and reporting.
  • In conjunction with other Program staff, evaluate completed projects.
  • Share with other program staff successful methodologies for consultative approaches to the grant development and implementation process.
  • Management and coordination of the program operation at the region level for all infrastructure projects including technical/engineering unit.
  • Any other duties as assigned.

Desirable Qualifications and Experience:

 Bachelors degree in Management or Development Studies or a similar filed, minimum of five years of experience with project design, development, management, and implementation of development-type projects. Experience in community participation and consultative-type projects.  Capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between government and communities. 

Languages:     

Fluency in English, both written and spoken; working knowledge of regional languages is desirable.
